The Subcontracts Manager is responsible for managing assigned complex assemblies in support of Program and Proposal execution. This management spans across the SCM value stream including requirements definition, sourcing, definitization, supplier management, and close-out. Performs supplier management using established practices to reduce overall risk and improve on time delivery per establish goals
Plans and implements activities related to the procurement of complex materials, goods and services
Works with Engineering and Quality to effectively establish requirements and competitively source materials
Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives
Approves and qualifies vendors, obtains quotes, examines bids and makes awards. Follows up on all awards through completion of order
Negotiates with suppliers and analyzes suppliers’ operations to determine factors that affect prices and to determine lowest cost consistent with quality, reliability, and ability to meet required schedules
Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, and maintains necessary records
Prepares request for proposals (RFP) and bid packages. Negotiates and settles with suppliers regarding damage claims, rejections, losses, return of materials, over-shipments, cancellations and engineering changes. Follows applicable anti-corruption ethics, laws, and regulations
Communicates within and outside of the organization which include customers or vendors
Works to influence others to accept individual or team’s views or practices and changes to concepts, practices and approaches
Communicates with leadership regarding matters of importance to the functional or business area. May conduct briefings with leaders
Work consists of making significant improvements of processes, systems, solutions, or products to enhance performance of job area
May develop new concepts or standards, opportunities for problem solving and innovation, where information is difficult to obtain
Conducts extensive investigation to understand root cause of problems
Problems span a wide range of difficult and unique issues across the function and/or business area.
Bachelor’s Degree and minimum 6 years of prior relevant subcontracts experience. Graduate Degree and a minimum of 4 years of prior related experience.
DoD electronics or Space experience.
Preferred Additional Skills:
Experience in Government Procurement and compliance to FAR/DFAR
Supply Chain degree preferred
Project management experience
Supplier Risk management
Proficient in excel, Microsoft, and Power Point
