The position is located in the Department of Education, Federal Student Aid, Partner Participation and Oversight (PPO), Partner Eligibility and Oversight Services Directorate (PEOSD). The incumbent serves as the Director for Partner Eligibility and Oversight Services Directorate, and leads all activities related to providing integrated oversight of schools, third party servicers, guaranty agencies, and lending institutions receiving and/or administering student financial assistance program funds.
This position is designated as a Professional/Technical position pursuant to the 1998 amendments to the Higher Education Act of 1965.
As aSupervisory Program Manager,you will perform the following duties: Develop the strategic direction for the Partner Eligibility & Oversight Services Directorate office;and align and integrate the Partner Eligibility & Oversight Services Directorate vision with Federal Student Aid's strategic plan performance goals.
Ensure provision of the organizational and business management capabilities for the Partner Eligibility & Oversight Services Directorate office that are necessary to support the Federal Student Aid program compliance mission and to be a key functional support area for a Performance Based Organization (PBO).
FSA’s Partner Eligibility & Oversight Services Directorate business unit is responsible for administering a program of monitoring and oversight of the institutions (i.e., schools, guaranty agencies, lenders, and servicers) participating in Title IV, HEA programs.
Represent Partner Eligibility & Oversight Services Directorate in all Federal Student Aid initiatives with the aim of improving program integrity at schools, third party servicers, lenders, and guarantors participating in Title IV, HEA programs.
Responsible for building a capable management team in order to execute the strategic direction for compliance oversight and monitoring activities that support Federal Student Aid's mission and strategic goals.

Specialized Experience: This position is equivalent to a GS-15 grade level. You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, specialized experience must include performing at leasttwo (2) of the following three (3) duties or work assignments:
Possess a comprehensive knowledge of the federal regulations and statutesgoverning the federal student aid programs.
Have extensive and comprehensive experience in federal student aid administration or compliance oversight at the postsecondary education institution level, or related executive management experience in the private sector regulatory oversight industry or other federal agencies.
Have experience formulating objectives and priorities, and implementing plans consistent with the long-term interests of an organization, and the ability to capitalize on opportunities and manage risks. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge of practices, theories, techniques and methods of business process re-engineering, quality management and strategic planning.
Knowledge of management and organizational principles and practices, and processes in order to conduct and coordinate complex management studies and evaluate the effectiveness and efficiency of Partner Eligibility & Oversight Services Directorate operations.
Expert knowledge of Department policies and procedures as well as of legislative and appropriations processes, and keen political awareness and sensitivities on issues affecting the postsecondary community
Expert knowledge of the regulations governing the federal student aid programs and the Department’s oversight and monitoring priorities, goals and policies; and knowledge of higher education issues that impact the Department’s federal student aid programs.
Knowledge of techniques used in establishing and maintaining effective working relationships with staff, peers, higher level management, and officials from a range of internal and external organizations; and knowledge of effective supervisory skills and techniques used in establishing and enhancing employee productivity, accountability, development and morale.
