The OD & Training Specialist uses specialized consulting skills to help Board clients assess organization, group and individual development needs. The incumbent employs a systemic perspective in conducting root cause analyses of issues that affect business performance and provides advanced knowledge to clients about different courses of action, using both internal and external resources as appropriate.
Requires good analytical ability and both oral/written communication skills typically acquired by completion of a bachelor’s degree or equivalent work experience. Requires expertise in the training and human and organizational behavior areas of human resources management acquired through 4 years extensive responsible work experience.
Develops and leads projects and program that address critical people development needs, which result in new initiatives or major changes and improvements in policies, procedures, and/or practices in organization development and learning.
The work involves planning, coordinating, and the facilitation of training programs or other work sessions ; conducting needs analysis and evaluating the effectiveness of OD interventions and training; advising client divisions on people development needs; and reviewing training policies, directories, or other development and training materials and making recommendations for revising these materials.
At the FR-26 grade, the incumbent is a Sr. OD&L Training specialist and must meet the minimum qualifications of the FR-25 in addition to excellent analytical ability and both oral/written communication skills typically acquired by completion of a bachelor’s degree or equivalent work experience. Experience in the areas of Organization Development or Industrial/Organizational Psychology is required. Requires demonstrated expertise in the training and human and organizational behavior areas of human resources management acquired through 5 years extensive responsible work experience. Must demonstrate excellent customer relation skills and ability to interact confidently and professionally with all levels of Board staff and outside representatives.
The work involves planning, coordinating, and facilitation of organization development programs; conducting needs analysis and evaluating the effectiveness of OD interventions and training; advising client divisions on people development needs including particularly sensitive issues; and writing or revising training policies, directories, or other development and training materials.
Contacts are with Board staff at all levels participating in facilitation, team development, and training, and with contractors from outside the Board for the purpose of arranging and coordinating executive coaching, OD consulting and training delivery. Course presentation requires the Sr. Specialist to lead, influence, and motivate groups of employees including officials and high level individuals who may hold differing viewpoints and who could challenge the approach. Securing the cooperation of these individuals is crucial to the success of the program, therefore persuading them and gaining their support is essential.
Designs, enhances, and delivers leadership and organizational development initiatives and aligns performance management process to reinforce and sustain organizational change.
Maintains professional contact with external human resource development organizations, activities, and practitioners to ensure competitiveness of OD&L programs. Recommends, develops, and implements new technologies.
Provides guidance to junior staff on projects.
This position provides consulting and program management support for Boardwide Organization Development and Learning initiatives.
This is a term position scheduled to expire 6/1/23.
