SUMMARY DESCRIPTION:
Performing systems management, development, functional and data requirements analysis, systems analysis and design, programming, program design, including GIS, spatial data, Cloud Computing federated and multi-tenant data and documentation preparation. The Information Engineer IV will use managerial and supervisory skills for a federal Department of Homeland Security (DHS) client.
Position Roles and Responsibilities:
The Information Engineer IV works in the client/server environment and distributed environments based on SOA (Service Oriented Architecture) and Cloud Computing environments (Public, Private, Hybrid, Community) supporting the following responsibilities:
Performs systems management, development, functional and data requirements analysis, systems analysis and design, programming, program design, including GIS, spatial data, Cloud Computing federated and multi-tenant data and documentation preparation
Manages the implementation of information engineering projects and performs systems analysis, design and programming selecting Computer Aided Software Engineering (CASE) or IE tools and methods, e.g., Oracle CASE, IEF CASE, I-CASE
Applies an enterprise-wide set of disciplines for the management, planning, analysis, design and construction of information systems on an enterprise-wide basis or across a major sector of the enterprise.
Develops analytical and computational techniques and methodology for problem solutions.
Performs enterprise-wide strategic systems planning, business information planning, business and analysis.
Performs process and data modeling in support of the planning and analysis efforts using both manual and automated tools; such as Integrated Computer-Aided Software Engineering (I-CASE) tools.
Applies reverse engineering and re-engineering disciplines to develop migration strategic and planning documents.
Utilizes various methodologies, e.g., IDEF 0 process modeling and IDEF 1X data modeling.
Manages and coordinates planned system and implementation activities including system upgrades, security, allocation of resources, availability, and in-service training.
Manages tasks, priorities, and objectives
Prepares written and oral communications, including giving formal presentations to different audiences
Responsible for customer support and quality & timeliness of services.
Provides daily supervision and direction to staff.
Utilizes managerial and supervisory skills
Required Experience:
Required Knowledge, Skills & Experience:
At least 7 year of software/SDLC engineering experience (please see education requirements below for substitutions):
Recent experience in a system development life cycle (SDLC) program with structured software development which uses JAVA and .NET in a SOA (Service Oriented Architecture) Cloud Computing environment
Cloud Computing experience with an understanding of resource pooling and multi-tenancy planning
Ability to use Computer Aided Software Engineering (CASE) tools as well as I-CASE or or IE tools and methods, e.g., Oracle CASE, IEF CASE, I-CASE
Experience using various methodologies, e.g., IDEF 0 process modeling and IDEF 1X data modeling
Experienced with Business Process Re-Engineering (BPR) and reverse engineering best practices
Has experience with data modeling and transaction flow analysis, internal control and risk analysis and modern business methods and performance measurement techniques
Possesses ability to assume increasing responsibilities in information engineering activities
Proficient in Microsoft Office Suite
Utilizes managerial and supervisory skills
Must be able to work with minimal supervision and possess excellent written and verbal communication skills
Education Requirements:
Bachelor’s degree or equivalent and seven (7) years of general experience. Six (6) years of general experience is equivalent to a Bachelor’s degree.
With a Master’s degree, five (5) years of general experience is required.
With a PhD, 3 year of general experience is required.
Eligibility/Clearance Requirements: Must provide proof of U.S. Citizenship
Clearance Preference:
CBP Full BI - 1st preference
Any DHS badge + DoD Top Secret or Secret - 2nd preference
DoD Secret or Top Secret + willingness to get CBP clearance - 3rd preference (it can take 45 days to over 6 months to obtain a CBP clearance - work can only begin once the clearance is fully adjudicated)

Position Type/Expected Hours of Work:
This is a full-time position. Standard days and hours of work are Monday through Friday, 40 hours per week.
