Responsibilities

Government Client Mission Program Summary:

The Countering Weapons of Mass Destruction (CWMD) Office is a support component within the Department of Homeland Security (DHS). Formally established by the CWMD Act of 2018, the CWMD Office was created by consolidating the Domestic Nuclear Detection Office (DNDO), most of the Office of Health Affairs (OHA), as well as other DHS elements. The establishment of the CWMD elevates and streamlines the Department’s efforts against the WMD threat. CWMD’s mission is to lead DHS efforts and coordinate with domestic and international partners to safeguard the United States against chemical, biological, radiological, and nuclear (CBRN) and health security threats. Primary responsibilities of CWMD are to:

  • Provide support to DHS and state, local, tribal and territorial government -frontline personnel who protect the nation from Weapons of Mass Destruction (WMD) terrorism;

  • Close capability gaps along adversary pathways; and

  • Invest in and develop innovative technologies to meet partner requirements and improve operations.

All activities are aligned to prevent, protect against, and prepare for to the full spectrum of WMD threats to the Homeland.

Role Description:

This role is intended to provide analyses and assessments supporting development, integration, implementation and/or fielding of required new capabilities as well as monitoring

and maintaining the adequacy and operation of existing DHS capabilities. Analytical support

efforts are intended to be focused on developing and delivering analysis reports, objective

assessments, risk assessments, capability gap analysis, documents, and recommended plans to address the mission needs, capabilities, and requirements of operational end users and CWMD.

Analysis shall support the entire CWMD Enterprise with anticipated quick turnaround deliverables. These final reports deliver authoritative analysis, assessments, and recommendations to inform development of standardized, defensible, and repeatable processes that support enhanced decision making at CWMD.

The scope of this requirement includes support to the CWMD Analysis & Reporting Division to include duties such as:

  • Provide expertise in database development for reporting on risk analysis.

  • Provide expertise in database development for capabilities and gap analysis.

  • Provide CBRN risk-based prioritization methods within the budget planning process.

  • Provide expertise and support to budget planning and reporting requirements based on risk analysis.

  • Provide expertise in reporting and analysis on program capability gaps and the planning of future budgets.

  • Provide expertise for capability gap evaluation and support.

  • Provide capability-based assessments (CBA).

  • Identify capabilities and performance criteria

  • Parameters analyzed by risk, found to be significant sources of potential risk reduction, and identified by the CBA.

  • Identify shortfalls in current systems to capabilities and the associated risks

  • Parameters analyzed by risk, found to be significant sources of potential risk reduction, but not considered by the CBA.

  • Identify the solution space to address these shortfalls.

  • Issues identified by the CBA but not analyzed by the risk model.

Client Engagement

· Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions.

· Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions

Qualifications

REQUIRED SKILLS AND KNOWLEDGE:

  • Bachelor’s degree in a CBRN-related field + 10 years of relevant experience

  • Master’s degree or PhD in a CBRN-related field + 5 years of relevant experience

  • SECRET clearance (or Eligibility to obtain a minimum of an Interim Secret clearance)

  • Eligibility to obtain DHS access and Suitability

*DESIRED QUALIFICATIONS: *

  • Expertise in risk assessment analysis and capability gap management

  • Experience providing strategic scientific guidance, such as technology roadmaps, feasibility analysis, and market research regarding the boundaries of state-of-art technology.

  • Experience adapting to changes in processes, requirements, and priorities.

  • Demonstrated strong technical writing skills, targeting both technical and non-technical audiences.

  • Proficiency with Microsoft Office (especially PowerPoint, Excel, and Project).

  • Candidates with a Secret (Top Secret/SCI) clearance and DHS Suitability are strongly preferred.
