Project Description

The United States Department of Agriculture (USDA), Office of the Chief Information Officer (OCIO), Information Security Center (ISC) protects the confidentiality, integrity, and availability of USDA’s systems through constant enterprise monitoring and remaining ahead new threats to existing and new technologies. This project will support ISC’s responsibility for enterprise-wide planning, implementation, management and maintenance of USDA Cybersecurity and IT programs across the Department.

Job Summary

DRT is seeking a Business Analyst to facilitate the ISC budget process to include discussions with its stakeholders and customers in developing budget documentation, strategic roadmaps, user documents, executive briefings, presentations, and Excel spreadsheets. The Business Analyst will also assist ISC with their adoption and implementation of a working capital fund (WCF) model.

Responsibilities

  • Work with others in the budget and investment task areas and reports to the Task Order Lead

  • Assist with annual budget planning to include writing budget justifications, working with stakeholders to define budget needs and requirements which shape project outputs such as budget documentation, strategic roadmaps, user documents, executive briefings, presentations, and Excel spreadsheets

  • Assist with developing and tracking acquisition approval requests (AARs) Provide recommendations for and assist with WCF roadmap development, documentation, and implementation

  • Monitor and track ISC costs Assists in the identifying process improvements and implementation in accordance with the client guidelines and governance Ensures conformance with quality work standards Provides group facilitation, interviewing, training, and additional forms of knowledge transfer

    Required Experience

  • Five (5) or more years of experience with the entire federal budgeting process and at least three (3) years specialized experience with the WCF

  • Ability to facilitate gathering and consolidating information from multiple sources into clear and consistent documentation

  • Ability to analyze, design, develop, implement, and evaluate documentation and briefings

  • Expert MS Excel user Excellent communication skills both oral and written

    Preferred Experience

  • Experience in a USDA, OCIO, or cybersecurity environment preferred

    Education and Training

  • Bachelor's Degree or equivalent experience

    Presently, due to the COVID-19 pandemic, DRT employees are teleworking from home and leveraging video conferencing along with other virtual productivity tools. During normal circumstances, the requirement of this position is to be onsite, however, DRT has not yet determined when employees will be required to return to their workspaces. Please be aware that at the time a date is determined, the requirement of this position will be to report to the worksite.
