Job Summary:

As a Proposal Analyst Specialist (PAS), the individual must have the capacity to develop sound solutions to complex problems using ingenuity and innovation, while working within the constraints of company policy, federal regulations regarding acquisitions, and company objectives.


  • The Proposal Analyst participates as a contributing member of the Finance proposal team which develops, plans and schedules price proposals in accordance with request for proposal (RFP) specifications.

  • Typically the Proposal Analyst works under the guidance of other senior analysts in the department.

  • The Proposal Analyst will assist in the research and analysis of historical data and the development of cost models to support proposal efforts.

  • Ensures the use of current published pricing rates, estimating factors and cost buildup algorithms.

  • Translates bid resources into final selling price using pricing software and/or Microsoft Excel.

  • Prepares financial analysis presentations and participates in program proposal reviews with management.

  • Assembles cost, schedule, performance and technical elements from functional departments into cost proposals for submission to customers.

  • Ensures final submissions are compliant with respect to company policies, customer requests, and U. S. Government regulations when applicable.


  • Bachelor’s Degree and minimum 4 years of prior relevant experience or 2 years post-Secondary/ Associates Degree and a minimum of 8 years of prior related experience.

  • Strong computer skills and skilled in Microsoft Excel, Excel pivot tables, and mathematical functions

  • Good written and oral communication skills

  • Aptitude to read and understand complex requirement documents

  • Ability to work collaboratively with peers, management, proposal teams and customer.

  • Must be a team player, flexible, adaptable, proactive with organizational and problem solving skills

  • Familiarity with US Government contracts such as CR, T&M, FFP, CPFF, CPIF, etc.

  • Ensure data integrity and accuracy and maintain a DFARS adequate estimating system

  • Capacity to perform well in a fast paced environment, while managing multiple priorities, and meeting deadlines

  • Knowledge of Adobe Pro and Microsoft PowerPoint

  • Due to our facility is a cleared facility, you must be a US Citizen


  • Understanding of cost accounting principles

  • Experience in cost estimating, cost analysis, and/or proposal pricing strongly preferred.

  • Experience with Propricer or other pricing software tools preferred
