Your Specific Responsibilities:
This position provides professional architectural/engineering services for the Department of Health (DOH), coordinating Fixed Capital Outlay (FCO) projects to include design and plan review, monitoring FCO project status, on-site inspections, observations, and if needed, determining corrective action required for compliance with any building code, or construction issues or deteriorating condition found out of compliance with proper installation in new or existing buildings. The incumbent must be a registered professional architect in accordance with Chapter 481, Florida Statutes, or a registered professional engineer in accordance with Chapter 471, Florida Statutes. This employee shall develop, coordinate and/or direct the development of architectural and/or engineering designs, planning studies, building maintenance reviews, building energy, and life cycle cost analysis, facility evaluations, cost estimates, building safety plans, specifications and other contract documents for the revision, renovation, or remodeling of existing buildings and facilities, and/or for the development of new facilities and for the prototype and standard design development for buildings, and for those action plans needed to assure safe operation and prevention of facility deterioration and/or public health safety, and welfare while functioning on the grounds of facilities.
Provides technical assistance to field offices and programs for assigned workload to develop proper solutions and/or action plans to bring into compliance building technology deficiencies, building maintenance oversights, and/or building or employee safety issues related to facilities and facility use.
Represent DOH competently and professionally, both independently and in conferences to be assured that projects and FCO budgets are being developed realistically under existing construction requirements and prevailing costs guidelines.
Provide professional leadership by participating in and chairing meetings with architects/engineers and reviewing designs to ensure the sound development of projects and compliance with department policy and Florida law.
Responsible for overview/monitoring/coordination of building maintenance plans for assigned workloads to assist field offices/institutions/programs with information needed to properly maintain DOH owned facilities.
Responsible for assistance as required to develop and/or maintain departmental building related standards, buildings programs, plans manuals, contracts, forms, data base, etc., to be assured of an updated, retrievable information base designed to provide efficient service to clients statewide and as directed by the Architect Supervisor of Design and Construction.
Coordinates training and/or technical assistance to field and program offices as required to be assured that those offices have the information needed to function adequately in preparing FCO budgets, developing programs, managing delegations, monitoring construction and general responsibilities of Design and Construction.
Assist in the preparation, review, evaluation of budget issues and final recommendation and preparation of the FCO Budget as required by Chapter 216, Florida Statutes, and as directed by the Architect Supervisor of Design and Construction.
Participate as a member of the selection committee in the selection of qualified professional firms and individuals for service in planning and/or design of assigned projects or as requested by the Architect Supervisor of Design and Construction.
Maintains a level of professional competency, courtesy and professionalism through self-improvement training, computer literacy, and proper attention to and use of department policies.
Assists the Architect Supervisor of Design and Construction on special projects as required.
Ensures that purchasing principles of the Governor's One Florida Initiative are championed within the offices under your authority. Factors to be considered in the evaluation of acceptable One Florida Performance will include: the degree in which you establish a One Florida "corporate culture" of awareness of vendor diversity in the procurement process within your office and an increase in minority purchasing over the previous year.
Maintains a purchasing card for the purchase of commodities and services. Attends training on usage and maintaining security of the card.
Assist in the development of contracts and the negotiation of professional service contracts as required
Maintains orderly records in accordance with office standards for both electronic and paper documents and maintains general office appearance to acceptable standards. Established order should allow records to be retrieved by appropriate staff in the absence of the incumbent.
Required Knowledge, Skills, and Abilities:
+ + Required to maintain (in good standing) a Florida Registered Architect license or a Florida Professional Engineer license. Must provide license number with application.
Required to have a minimum of five years’ experience (post licensure) in managing building construction projects.
Required to have a minimum of five years’ experience in reading and reviewing building construction documents in relation to the Florida Building Code (all sections).
Prefer to have a working knowledge of Microsoft Office Suite programs including Word, Excel, and Teams.
Prefer to have a working knowledge of Department of Management Services, construction management guidelines and procedures including CM at Risk, continuing service agreements.
Prefer ability to travel 1-3 days a week in support of construction projects.
The incumbent must have State of Florida registration in good standing as a licensed Architect in accordance with Chapter 481, Florida Statutes OR as a licensed Engineer in accordance with Chapter 471, Florida Statutes.
