This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Positions may be filled as permanent or term with a full-time or part-time work schedule. Pay will vary by geographic location. Planning, organizing, and supervising the activities of the Telecommunication Services and Enterprise Acquisition Services (TSEAS) Detachment Europe.
Directing, coordinating, and overseeing work of subordinates; selecting candidates for subordinate positions.
Formulating policies and procedures regarding control of disbursements from the Defense Working Capital Fund (DWCF).
Planning, designing, and implementing accounting, budget and management control systems.
Preparing accounting and management reports reflecting fund and program status.
Developing and/or directing the development of policies and procedures concerning the preparation of financial plans, budget estimates, and accounting and finance activities.
Providing direction to higher-level personnel engaged in developing financial management strategies and process improvements.
Conditions of Employment
Specialized Experience: For the GS-13, at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service, is required. Specialized experience is defined as experience applying Financial Management Regulations, Appropriations Law, Federal Accounting Standards Advisory Board (FASAB), and Statement of Financial Accounting Standards (SFAS); analyzing financial management data; and implementing improvements to gain efficiencies and accuracy of data. This position is being filled under Direct-Hire Authority for Financial Management Experts. DISA has delegated authority by the Office of the Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled. There is no substitution of education for specialized experience at the GS-13 grade level.
Current Federal employees within CONUS who are selected through a formal competitive recruitment process for a lower graded position overseas may be afforded pay retention if their pay would otherwise be reduced. Pay retention may be granted to employees already in the overseas area if the recruitment efforts had been extended outside the overseas command involved and the individual selected will have to PCS. Locality rates of pay will not be used for pay setting when transferring to the overseas area. Military Spouse Preference (MSP)/Family Member Preference (FMP) - Candidates claiming MSP/(FMP) must include a copy of sponsor's permanent change of station orders authorizing movement of spouse to the overseas command or other appropriated documentation that support the preference. The DoD policy on overseas employment for civilian employees limits overseas tours to 5 years. Extensions beyond 5 years are designed to provide management flexibility to meet defined mission requirements that otherwise cannot be made. Case-by-case extensions beyond the 5-year limit may be granted in extremely rare situations. U.S. citizens in Germany under ordinary resident status are not eligible to apply for appointment under Status of Forces Agreement (SOFA). Current Department of Defense employees who accept this position will have statutory return rights to the same grade they held prior to accepting this position.
