JOB SUMMARY

Job Profile Summary

Provide leadership, strategic direction and oversight of the Real-Estate Service Department of ONEOK, Inc. and its functions including maintaining all permanent land record files covering thousands of miles of pipelines (transmission, gathering and distribution), various storage fields, plant sites, compressor sites, pump stations and well-connect sites.

Essential Functions and Responsibilities

  • Direct and manage employees and contract Right of Way agents and activities engaged in growth involving the company’s land-related assets and rights, interconnecting pipeline systems, plant sites and all other infrastructure needs

  • Define, develop and implement strategies to execute growth, including but not limited to:

  • Managing the company’s centralized land records system

  • Ensuring fulfillment of rental obligations tied to land related documents

  • Researching, analyzing, reviewing and preparing information such as title analysis, due diligence reviews, assessments, contracts and divisions orders

  • Preparation and review of deeds, easements, mineral leases, surface leases and miscellaneous land-related instruments and contracts

  • Coach and mentor Right of Way Acquisition employees to maximize effectiveness and ensure competencies are being developed, with attention to succession planning and development of Right of Way Acquisition employees

  • Collaborate with leaders in other business units and/or support groups to ensure alignment of strategies, activities and resources. Provide support to other departments with respect to issues concerning land rights. Work with departments to scope major projects, set priorities and allocate resources

  • Collaborate with company project managers and engineers; estimating costs and managing the acquisition of land rights for major new projects

Education

  • Bachelor's Degree in business administration, management, engineering, other related field or an equivalent combination of formal education and the following job related experience:

Work Experience

  • Experience in testimony in regards to land purchases, right of way and contracts

  • Excellent project management skills with an emphasis on utilizing contract brokers to accomplish the client’s needs and bring project in on time and at or under budget

  • Experience in use and function of tools and equipment applicable to position including accessing and utilizing computer applications

  • Experience with and training related to:

  • Tailor-made recorded and unrecorded documents

  • Communications skills/customer relations

  • Land matters involving condemnation in the relevant states of operation

  • Real estate laws

  • Survey techniques/field note interpretations

  • Experience identifying, researching, evaluating, and prioritizing problems and situations and providing appropriate actions, alternatives and/or recommendations

  • Experience researching, composing, and preparing contracts, orders, policies, procedures, reports and correspondence

  • Experience reading and interpreting governmental regulations, codes, and standards, manuals, policies, procedures, contracts, specifications and various reports and correspondence

  • Experience advising, directing, negotiating and communicating effectively

  • Experience interacting, directing, delegating and/or communicating effectively. Working knowledge of personnel policies and procedures

  • Experience developing information and making presentations to groups and individuals

Knowledge, Skills and Abilities

  • Knowledge of: all aspects (i.e. operations, engineering, marketing, business development, legal, tax, facility management, drafting, etc.) to facilitate the corporate growth and maintain the integrity of the systems

  • Knowledge of: all State and Federal regulatory matters and requirements (i.e. Department of Transportation, §7C, §311, Bureau of Land Management, Board of Regents (BOR), Bureau of Indian Affairs (BIA), Fish & Wildlife, Forest Service, etc.)

  • Knowledge of: the operations of pipelines, pipeline acquisitions, facilities and underground storage

  • Ability to: manage contract and Right of Way agents

  • Ability to: expertly acquire Right of Way, sites, storage reservoirs and miscellaneous other facilities

  • Ability to: assimilate files, rentals, leases and management covering asset, stock and merger acquisitions

  • Ability to: apply math, algebraic formulas, statistical methods and calculus

  • Ability to: be proficient in verbal communication
