Packers Plus H.S.E. Manager in Tomball, Texas

Primary Role Focus

Create, manage, and implement Health, Safety and Environmental (HSE) procedures and standards according to state, federal compliance and customer requirements for onshore and offshore operating environments. Continue to cultivate a company culture founded on safe behaviors and practices at work and at home.

Key Tasks and Responsibilities

  • Develop and administer new-employee health and safety presentations and orientations, and provide guidance

  • Conduct, manage, and coordinate safety training and education programs, including demonstrating the use of safety equipment

  • Plan, organize, develop, and implement various required occupational safety training (online and classroom based)

  • Ensure that all employees are appropriately orientated on HSE requirements

  • Continually enforce company, state, and federal Health and Safety rules and regulations

  • Assist Work Safe Representatives, Managers and Coordinators in the preparation and presentation of safety meetings

  • Coordinate and manage "Right-to-Understand" programs regarding hazardous chemicals and other substances

  • Inspect and evaluate workplace environments, equipment, and practices, to ensure compliance with safety standards and government regulations

  • Inspect specified areas to ensure the presence of fire prevention equipment, safety equipment, and first-aid supplies

  • Lead and coordinate the investigation of all accidents and near misses. Investigate accidents to identify causes and to determine corrective actions, and how such accidents might be prevented in the future

  • Perform follow-up investigations to verify effectiveness

  • Develop, review and revise written safety related plans. Maintain and update emergency response plans and procedures

  • Disseminate environmental safety information to all levels of the organization.

  • Familiarize managers, supervisors and area HSE staff with all governmental regulations and HSE requirements that affect their course of business

  • Order suspension of activities that pose threats to workers' health and safety

  • Recommend measures to help protect workers from potentially hazardous work methods, processes, or materials

  • Prepare regulatory required reports to outside enforcement agencies

  • Maintain and monitor Customer-required Contractor Management Sites

  • Assist Insurance Coordinator with maintenance and monitoring of Customer insurance requirements

  • Manage and maintain the company Substance Abuse Program

  • Assist Human Resources with employee qualifications and evaluations

Position Requirements

Experience and Skills

  • 8+ years? experience required with demonstrated knowledge of environmental health and safety regulations in manufacturing and onshore/offshore environments

  • 5 years minimum in a health and safety leadership role required

  • Experience with offshore regulatory agencies required

  • Extensive knowledge of hazard/risk analysis to apply EPA, OSHA, NIOSH, ANSI, NFPA regulations to address moderate to highly complex health, safety and / or environmental issues

  • Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects

  • Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions

  • Knowledge of training techniques, laws, codes, and regulations pertaining to environmental health and safety

  • Providing information to management, supervisors, co-workers, and subordinates by telephone, in written form, e-mail, or in person

  • Communicating with people outside the organization, representing the organization to customers, the public, government, and other external sources. This information can be exchanged in person, in writing or by telephone or e-mail

  • Ability to work effectively with people from diverse backgrounds

  • MS Office Suite (including Word, Excel, PowerPoint and Outlook)

Education and Training

  • Bachelor's degree in a Health and Safety, or equivalent required

Physical, Business and Safety Requirements

  • Compliance with Packers Plus Health and Safety Program

  • Typical office environment with significant walking during inspections; occasional exposure to chemicals; occasional exposure to extreme temperatures and noises in welding and construction areas; some exposure to electrical power

  • Travel is an essential job function (domestic and offshore)

  • Clean driving record
