DescriptionPOSITION SUMMARY:Under general supervision performs work of moderate difficulty in engineering tasks requiring the application of standard techniques, procedures and criteria; performs related work as required.ESSENTIAL JOB FUNCTIONS: *Performs engineering tasks that are planned to provide experience and familiarization of the area assigned. *Applies standard engineering principles and techniques in specific situations. *Adjusts, correlates, and analyzes data. *Recognizes discrepancies in results and follows operations through a series of related detailed steps or processes. *Makes field surveys and observations. *Completes or assists in the completion of design studies. *Prepares plans, specifications and cost estimates for waterworks projects, streets, alleys, highways, sanitary sewers, storm sewer, drainage projects, sewage treatment projects, pollution control projects, building and grounds maintenance and traffic engineering projects. *Reviews contractor's and employee's work to determine and/or measure quality and quantity of work completed. *Ensures compliance with contract as bid. *Interprets plans and explains work to construction foremen. *Reviews applications and engineering plans for the operation, construction, installation or alteration of any equipment capable of emitting pollution into the open air. *Monitors progress of non-complying sources in achieving compliance. *Assists industry in analyzing emission problems and recommends techniques for problem solving. *Testifies as an expert witness as necessary. *Investigates complaints and/or gives replies to the public concerning requests for engineering information. *Prepares a variety of engineering reports and legislation; represents Division at meetings. *Provides supervision and/or work direction to other personnel. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:Knowledge of: *Design principles *Surveying principles *Engineering principles and practices *The rules, laws, and regulations pertaining to assigned sections *Municipal operations Skill in: *Preparation of plans, specifications and cost estimates *Mathematics *Enforcing and monitoring contracts *Planning and coordinating field survey crew projects *Determining cost effectiveness *Reviewing plans and performing inspections *Analyzing engineering problems and recommending corrective solutions *Oral and written communications *Report writing *The use of a computer Ability to: *Present information orally and in writing *Analyze business processes and develop recommendations for improvement REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:Graduation from an accredited college or university with a Bachelor's Degree in Engineering or Engineering Technology. *Position assignment at the Division of Engineering Services requires the applicant to have obtained a Bachelor or Master of Science in Civil Engineering or be enrolled in the last semester of an accredited Civil Engineering Program. Verification of graduation from the Civil Engineering Program must be provided prior to appointment. *Position assignment at the Division of Environmental Services requires graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering with an emphasis in environmental, Chemical Engineering, Petroleum Engineering, Environmental Engineering or a closely related area. *Must possess a valid driver's license.
