CIB CDO Controls - Data Controls Manager

Background:

The CIB Controls Office partners with CIB and Firmwide business executives to provide accountability for the end to end controls environment responsible for operational risk assessment, controls design & evaluation, subject matter expertise and program management of controls related initiatives as well as lead ongoing control related activities on behalf of the business. Amongst the responsibilities we; assist in designing appropriate controls through expert understanding of operational risk within business processes, policy and standards, regulatory requirements (including legal obligations), and existing controls, provide ongoing monitoring and assessment of operational risk and the control environment to proactively identify & assess existing and emerging operational risks and issues; Lead efficient and streamlined governance of operational risk and control environments across the LOB / Function including global, regional, and sub-LOB controls committees / forums

The CIB Chief Data Office (CDO) Controls function is a newly formed team created to support the CIB CDO, delivering on the Data Controls Strategy for the CIB inclusive of a robust governance framework underpinned by metrics & reporting.

Overview:

Reporting to the CIB CDO Controls Manager, t he successful candidate will assume responsibility for the delivery of the data controls agenda across four pillars: Risk Identification & Assessment, Control Design & Evaluation, Issues & Control Deficiencies, and Control Governance & Reporting . Supporting the CDO Governance Office, this role will require interaction and collaboration with Process Owners and Data Control Officers to identify data related risks relative to the business as well as perform ongoing monitoring of the Data related Operational Risk and Control environment across the CIB .

This role is ideal for a highly motivated individual with advanced skills in strategy, problem solving and transformation as well as strong influencing, interpersonal and communication skills. The successful candidate will have a commercial mindset and a strong background and proven ability to deliver coordinated analysis of issues and determination of business impact.

Responsibilities

  • Assess the effectiveness of data governance relative to programs, business processes and the direction the firm is taking relative data

  • Partner with Compliance to review regulatory change, industry patterns, external events, incumbent policies & standards, etc. to proactively identify existing and emerging operational risks and issues at country and legal entity level

  • Partner with Compliance to advise on local implementation; ensuring that local data management implementations in support of regulatory data-related requirements at country and legal entity level are consistent with CIB-wide data management practices and tools

  • Over time develop deep understanding of business and regulatory nuances and related data requirements; feeding back specific requirements into the development/refinement of global CIB CDO strategy and tools

  • Assess data related risks and translate into business impact, informing broader CM organisation on how to disposition

  • Design operational data controls in partnership with the Business Executive, including determining how to measure control effectiveness (e.g. metrics), providing control implementation support and performing control validation

  • Support design of application data controls, facilitating business representation at the CDA level and partnership with ISMs

  • Provide control related subject matter expertise for relevant projects driven outside of the organization

  • Contribute to the CIB CDO Control Forum and participate as Control lead in the relevant CIB controls / data governance forums

  • Compile metrics and thresholds with the CIB CDO and Business Executives to inform on health of data related op risk and controls

Work Experience/ Skills

  • At least 10 years' experience in financial services

  • Previous experience in strategic and tactical initiatives: Ability to identify problems and propose solutions

  • Exceptional critical thinking, project management and analytical skills

  • Solid organizational skills including attention to detail and multi-tasking skills

  • Ability to directly address conflicts and escalate issues where appropriate

  • Strong communication skills - verbal, written and technical (e.g., PowerPoint). Ability to present concise, direct and timely communications to executives, management and key partners; strong presentation skills are essential

  • Detail oriented and strong organizational skills: Take ownership and accountability for area of responsibility

  • Proactive approach to problem solving, owning the issues and having the determination to follow tasks/issues through

  • Excellent prioritization and time management

  • Work independently as well as part of a team

  • Absorb and present complex ideas quickly and accurately

  • Ability to shift perspective from high level 'big picture' to low-level detail

  • Partnership and relationship management: must have ability to develop and maintain strong partnerships with numerous teams and key stakeholders

  • Ability to be flexible and follow tight deadlines; provide clear and concise solutions constrained by tight deadlines

Advanced proficiency with Microsoft Office (e.g., Excel, Word, PowerPoint, Visio, Project) Preferred

  • Audit, internal control or operational risk experience
