Job Summary: Develops test concept, test scenarios, test design, test products, and identifies candidate test venues and resource requirements for JT&E projects. Conducts research and coordination, and develops project master plans and detailed test plans. Develops, refines, and maintains project schedules, to include allocation of resources and identification of project tasks and milestones. Performs technical risk assessment, identifies test limitations, and assists in developing risk mitigation strategies for JT&E project planning. Provides expert consultation concerning DoD cyberspace defense and capabilities policy, training, and techniques for the design. Development, planning, and execution of JT&E projects.
Responsible for test concept development; technical research; venue assessment and selection; test method selection; development of program test plans, detailed test plans, and test reports; integrating test requirements within field exercise venues; developing data collection and analysis plans; identifying potential test products; and planning for test execution. Prepares Technical Advisory Board and Senior Advisory Council briefings, trains team members.
Responsible for test schedule, work breakdown structure (WBS), and consolidated resource estimates (CRE) development, identifying areas of technical risk and risk assessment, determining the influence of test limitations and mitigations on the planned test, and assisting with the development of the evaluation plans. Develops, reviews, and presents specialized JT&E-related training on assigned topics to JFS, JT, and QRT management and staffs, and JT&E project nominating agencies. Assists in the identification of appropriate test products, to include definition of products, customers, sustaining agencies, and transition strategies for each product. Performs other efforts as required.
Education Required: Bachelor?s Degree in a technical field (systems, math, science, engineering, computer programming, or technical related field). A Bachelor?s Degree in a non-technical field may be substituted with 5 years of test and evaluation experience.
Years of Experience Required: At least five years of experience in test and evaluation-related functions, including test planning, data collection and analysis, and test control and execution
Security Clearance: Must have an active Top Secret clearance and must be eligible for SCI access (TS/SCI)
Travel: Must be able to travel as needed (20%) to include potential overseas travel
Certifications Required: N/A
Requires advanced knowledge and in?depth experience in test planning in the DoD operational testing and evaluation environment.
Requires extensive experience in DoD cyberspace operations to include defending DoD information systems and providing services to combatant commander to strengthen cyberspace capabilities/defense, cyber policy, training requirements and certification standards.
Must have a thorough understanding of the joint exercise process, the Joint Event Life Cycle (JELC), operational test and evaluation, and/or the Joint Test and Evaluation (JT&E) Program.
At least five years of experience in test and evaluation-related functions, including test planning, data collection and analysis, and test control and execution.
Experience in at least one military specialty such as command and control, operations and operations planning, system acquisition, test and evaluation, and/or systems engineering and analysis.
Must have at least six years of military or government civilian experience
Experience observing and analyzing test and evaluation operations to ensure conformity with military doctrine, policies, and procedures.
Military duty as a commissioned officer or senior enlisted NCO (E-7/8/9)
Joint duty assignment or active participation in joint operations
Must be proficient in personal computer applications, including the standard Microsoft suite (Word, Excel, PowerPoint, and Outlook)
Must possess outstanding written/oral communications and presentation skills
Must have skills to lead and manage integrated process teams
Must possess skills to facilitate joint warfighter advisory group and test planning working group meetings that will consist of military, civil service, and contractor personnel
Provides expert consultation in one or more areas for the design, development, planning, and implementation of cyber for JT&E tests and studies.
Reviews JT&E and QRT nominations for compliance to JPO standards
