Program Chief – SS&S E-2 Systems Engineering
Description
The Program Chief is the primary engineering leader accountable for the engineering scope, schedule, budget and overall success of the E-2 Systems portfolios. The program chief will work as a part of the triad of leadership, inclusive of Value Stream Leader, Engineering, and Business Development, to drive portfolio strategy and execution performance. This role will maintain interaction with major customers, business development, program managers, and a distributed engineering team to help pursue, capture and execute programs.
This position focuses on coordinating engineering efforts at the portfolio level to bring to market a cohesive portfolio of programs, integrated products, systems and services. The Program Chief serves as the ‘voice of the customer’ to align engineering towards creating products and systems that work together to meet customer needs and solve customer problems. He/she is accountable for ensuring all system requirements are met, and for managing the system component requirements.
The position requires an experienced leader who has demonstrated an ability to execute multiple moderate to complex developments while controlling scope, cost, and schedule.
Role Overview
This position will be aligned with the E-2 Systems portfolios, supporting the program office to build and enhance customer relationships, and drive engineering toward performance excellence. The candidate will work closely with Value Stream Leadership, Product Line Management, Project Engineering, and support staff to drive strategy, alignment to portfolio goals, assure defined requirements are consistently met, and to identify synergies across portfolio programs.
The program chief role is accountable to resolve technical conflicts and issues, and to ensure the development and maintenance of technical risk analysis methods and gap closure plans. The program chief is responsible for working with the engineering managers to ensure the program is staffed in accordance with agreed resource plan.
The candidate must demonstrate sound decision-making skills, strategic thinking, communication skills, and networking skills. A successful candidate will need the ability to communicate with multiple levels in the organization and matrix across domains and development tasks using strong interaction, interpersonal, mentoring and negotiating skills. In addition, the candidate will be responsible for adhering to, and supporting Collins Aerospace process methodologies while developing and managing commitments to meet project financial and schedule deliverables and quality requirements.
Key Responsibilities
Primary engineering leadership for the portfolio
Primary technical interface to the customer at the portfolio level (understand needs/challenges and act as the ‘voice of the customer’)
Collaborates with Business Development and Value Stream Leadership to identify Engineering priorities and develop the portfolio engineering strategy
Accountable for the overall technical success of the portfolio (budget, scope, schedule)
Builds strong relationships within the enterprise and with customers internal and external
Understands of all aspects of the portfolio's business
Responsible for working with the project engineering team and functional engineering managers across the business to ensure the portfolio’s programs are staffed in accordance with agreed resource plan
Responsible for engaging functional engineering managers as required for successful portfolio execution
Acts as the engineering approval authority for gate reviews, EAC reviews, customer meetings, and other engineering process reviews associated with the portfolio and at the appropriate Delegation of Authority (DOA) level
Responsible for development and maintenance of portfolio technical roadmap
Participates in Strategic Financial Plan (SFP) and is supports the technical Annual Operating Plan (AOP) for the portfolio
Responsible for defining discretionary investment requirements for the portfolio and ensuring aligned scope, schedule, budget for associated projects between the portfolio and product line
Collaborates with peer program chiefs and leaders to align discretionary investments, obtain funding and set research priorities at the SS&S level, including IR&D, Advanced Technology, Enterprise Engineering, or United Technologies Research Center in support of the portfolio needs
Leads innovation efforts across portfolio programs
Accountable to resolve portfolio technical conflicts and issues, and to ensure the development and maintenance of technical risk analysis methods and gap closure plans
Champions common and reusable solutions
Participates in retrospectives to ensure knowledge share across the portfolio
Responsible for inclusion of Discipline Chiefs where required to ensure discipline health is maintained across the portfolio - process, design, and subject matter expertise
May serve as a capture lead or lead engineer for a large or complex pursuit/program within the portfolio
Oversees development, review, tracking and achievement of metrics at program level
Acts as an internal consultant providing technical guidance on complex projects
Reads current literature, talks with colleagues, participates in educational programs, meetings, and workshops, through professional organizations or conferences to keep abreast of developments in the engineering field
May provide counsel and recommendations that result in significant impact on a major project or program or engineering/scientific/manufacturing activities of the functional organization
Basic Qualifications
This position requires a Bachelor’s degree in the appropriate discipline and 10 years of relevant experience or an Advanced degree in the appropriate discipline and 7 years of relevant experience. In the absence of a degree, 14 years of relevant experience is required.
Previous experience as a Systems Lead, Engineering Manager, or Project Engineer
Experience with project planning, pursuits and execution
Show experience in building a network
Able to travel up to 50% of time
Must be a U.S. Citizen
Must have or be capable of obtaining a US Department of Defense (DoD) security clearance. Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements
