Miracle Systems, LLC Shaw AFB: 25 ATKG__Standardization/Evaluation in Shaw AFB, South Carolina

  • This contract will support 432d Wing units conducting flying operations at Shaw AFB. Historical data has shown that the following level of support has been required. The Contractor shall provide sufficient functional support to fulfill this requirement as described in the following tasks and sub-task(s). All items in section 4.0 identified as “prepare” or “track” will be prepared or tracked for the unit leadership and presented to them via squadron standard operating procedures. Some items are “as required” due to the dynamic nature of support and/or some units requiring that work to be accomplished whereas others do not. 25th Attack Group units at Shaw will eventually fall underneath a new Wing.

  • The Contractor shall maintain accountability and control of flight testing materials

  • The Contractor shall update data in Patriot Excalibur (PEX), future systems equivalent to PEX, and locally-developed computer database systems as required

  • The Contractor shall interface with Host Aviation ResourceManagement (HARM) personnel to update the Aviation ResourceManagement System (ARMS) or future equivalent systems to ARMS as required

  • The Contractor shall review and update student/permanent party records (Form 8/4350/942s), folders (FEF/IEFs) per the applicable AFIs: AFI 11/14-202V2, AFI 11/14-2MQ- 1V2, AFI 11/14-2MQ-9V2, & AFI 11/14-2RQ-170V2 as well as associated ACC/Installation supplements, and locally-developed guidance

  • The Contractor shall notify crewmembers, scheduling, and unit leadership of upcoming and overdue testing, evaluation, and training requirements via e-mail, telephone or in person

  • The Contractor shall provide weekly updates to squadron leadership containing the flight and readiness status of personnel to facilitate tracking of duty status and performance report/decoration accomplishment

  • The Contractor shall schedule check rides in coordination with DOS consistent with unit leadership and Chief of Stan/Eval guidance and applicable Air Force Instructions

  • The Contractor shall generate the following reports/forms as required:

  • Evaluation and testing status and trend data reports

  • SEB Quarterly report IAW OGV requests

  • AF Form 8, Certificate of Aircrew Qualification and AF Form 4350, Certificate of Intelligence Qualification

  • AF IMT 1522, ARMS Additional Training Accomplishment Report

  • The Contractor shall perform PEX Administrator and testing administrator duties/function for units, updating all applicable items for unit members and individuals TDY or flying at the unit due to training or mission requirements

  • The Contractor shall be a certified TODO/TODA. Responsible for creating and maintaining an ETIMS account, placing orders in ETIMS, updating publications library (electronic and paper), Stan/Eval library and publications maintained in ground control stations (GCSs). If contractor is not a currently certified TODO/TODA, communicate with the unit’s TODO/TODA to accomplish the tasks above

  • The Contractor shall conduct monthly reviews of those intel and aircrew personnel entering into the first month of evaluation eligibility period. The Contractor shall generate and send notification to members in their first month of eligibility, which the member will sign and return. The Contractor shall maintain this record until the evaluation is complete

  • The Contractor shall be familiar with Air Force Instructions and be comfortable providing guidance and interpretation of AFI to personnel assigned to Stan/Eval shops to help track training and readiness status of squadron personnel

  • The Contractor shall maintain the Master Publication Index and ACC Form 50 Flight Crew Information Files as required by the unit.

  • Minimumof three (3) years of experience working in/with the military and two (2) years of experience workingwith PEX or similar proprietary stan/eval program(stan/eval only) and two (2) years working withMicrosoft Access, Excel, or SharePoint (training only) and complete PEX Initial User Training Class or ISR Training Class and 25% of the Stan/Eval workforce have one (1) year experience Chief/NCOIC of Stan/Eval and 25% of the Stan/Eval Workforce have two years of experience as in instructor/evaluator of a USAF MDS and either:

  • Two (2) years of experience working in a MQ-1/9 or RQ-170 Squadron/Group/Wing training or stan/eval shop (asapplicable) OR

  • Three (3) years of experience working in a DoD FlyingSquadron/Group/Wing training or stan/eval office (asapplicable)
