The 33 NWS must conduct initial Mission Qualification Training (MQT) and Continuation Training (CT) for all crewmembers within the squadron. The contractor will be responsible for maintaining the current courseware for each of the following positions: Host‐based sensor operator (HSO), Discovery and Counter‐infiltration operator (D&CI), or crew commander (CC) and updating as newer versions, software, and capabilities of the systems are deployed.
The candidate will provide critical mission training and curriculum development/maintenance for MQT, Continuation Training (CT), and Upgrade Training (UT) and platform Difference Training (DT) by developing, documenting, amending, and maintaining curriculum of 33 NWS training plans to include any new hardware, software, and process improvements.

Create, provide, devise and maintain mission scenarios based on past, current and likely future mission operations of the weapon system and Joint Regional Security Stack (JRSS).
Create, provide, devise and maintain use‐case scenarios based on past, current and likely future mission operations for the weapon system and JRSS.
Acquire and maintain proficiency and subject matter expertise on each of the crewmember positions relevant to the ACD and IP platforms.
Accomplish a training needs assessment as necessary to determine training shortfalls, to include, the requirement for additional courseware development, staff personnel skill sets and facility configuration.
Design additional ACD training material as requested and provide a plan of instruction to the government for approval prior to proceeding. The government will review the plan and provide written feedback. The contractor shall compose the course based on the government's feedback in the prescribed timeframe.
Courseware Development for each of the following:
Cyberspace Crew Commander (CCC), as directed by the customer. The CCC is responsible for commanding ACD crew, integrates key intelligence and planning to conduct ACD supporting Air Force and AFCYBER objectives. Leads parallel ACD mission planning, execution and analysis.
Air Force Cyberspace Discovery & Counter‐infiltration Operator (ACD‐D&CI), the ACD‐DCC is responsible for execution and monitoring ACD DCC missions and notifying the 624 OC of unusual events or problems that affect the mission.
Air Force Cyberspace Host Sensor Operator (ACD‐HSO), the ACD‐HSO is responsible for writing and implementing HBSS signatures for the execution and monitoring ACD & HSO missions and notifying the 624 OC of unusual events or problems that affect the mission.
Develop all required training materials for course instruction, practical exercises, final exams, and course critiques.
Perform maintenance and updates to the courseware as necessary for both formal and OJT training.
Perform research to develop courseware to support the fielding of future versions, spirals, or generations of the ACD platform to prepare crews prior to the transition as necessary.
Use curriculum development and communications environment expertise to develop and refine operational scenarios that enhance crewmember proficiency.
Use knowledge and expertise to configure and maintain the weapon system and training simulator as required.
5 years of extensive knowledge with one or more of the IDS/IPS systems currently in use by the Department of Defense (DoD), Services, and Agencies (i.e., AF, Navy, Army, DC3, DISA) or Federal Government and intermediate experience in the following areas: IP addressing and domain name service; network components; Transmission Control Protocol (TCP)/User Datagram Protocol (UDP), File Transfer Protocol (FTP), Simple Mail Transfer Protocol (SMTP), and Hypertext Transfer Protocol (HTTP); and understand the network Open Systems Interconnection (OSI) model. Intermediate knowledge of curriculum writing/building for the DoD and instruction. In‐depth Knowledge of DoD or Air Force cyber operations policies and guides. Highly desired: Familiarity with Instructional Systems Design, particularly DoD curriculum development, training, and education methodologies. Extensive knowledge of MITRE ATT&CK framework, and its uses within the cybersecurity community (e.g., Open Source projects).
