SC Department of Public Safety Project Manager in Richland County, South Carolina

Job Responsibilities

JOB PURPOSE Under general supervision, plans, designs, and implements information technology, television and radio engineering projects, with an emphasis on computer-controlled systems and automated workflows. Prepares design drawings, technical specifications, procurement documents, license and permit applications, and project budgets. Works with ETV, other state agencies, schools and system integrators.

Job Duties

Manages and directs all phases of the project life-cycle for multiple, high-priority strategic and tactical projects. Plans, designs and supervises projects from conceptual design and layout to as built. Update documentation throughout entire project life-cycle. Organizes and conducts project team meetings. Coordinates change requests with project sponsors and other stakeholders.

Research new technologies of value to ETV. Attend and participate in technology and management conferences, trade shows, and seminars.

Controls budget, scope and schedule to ensure project deliverables, milestones and required tasks are completed as planned.* *Prepare budgets, make equipment selection, prepare signal and control flow diagrams and prepare equipment riser diagrams. Prepare procurement documents and technical specifications for procurement of information technology, television production, post-production, and on-air broadcast and delivery systems while meeting state and agency procurement regulations.

Develops and maintains project documentation throughout entire project life-cycle, including project charter and detailed project plan.

Work with the on-staff trainer to coordinate and provide training for users on technologies that have been purchased for the agency; that have changed or will change that knowledge base. Prepare workflow documentation for users related to equipment integration through the various systems at SCETV, including but not limited to acquisition through post-production, and broadcast to air and distribution to the Internet.

Performs and manages performance testing of facilities and equipment systems. Identifies potential problems, change impacts and risks to projects. Prepares status reports and communicates progress, risks, expectations, timelines, milestones and other key project metrics to project stakeholders and agency management. Determines, recommends and implements risk mitigation plans and facilitates problem resolution.

Performs other related duties as assigned.

Minimum and Additional Requirements

Minimum A bachelor's degree and experience in the management of technical resources.


Extensive knowledge and experience in the planning, design and construction of IT, TV and Radio facilities. Includes studio systems, recording systems, editing systems, asset management systems, special effects systems, distribution and switching systems, computer control systems, microwave systems, satellite systems and all other technical systems used in the support of TV and Radio operations. Experience in the use of computers, video over IP technologies, VidCAD, Microsoft office, Microsoft project, budget planning. Experience in the use of test equipment and knowledge of the interpretation and application of accepted technical standards, such as SMPTE.

Employee will work under limited supervision. Regular weekly meetings with VP of Engineering and Technology, other supervisors and department heads. There is a formal list of projects underway with progress reports and timelines.

Needs to be able to lift 50lbs or more. Night and weekend work may be required as well as being available by cell phone 24/7. Position requires periodic statewide travel.

Preferred Qualifications

Bachelors of Science in Project Management, Engineering, Broadcasting or Information Services and six years of experience, or any equivalent combination of training, experience and education. PMP certification and Microsoft Project knowledge is preferred.
