SC Department of Public Safety Human Resources Specialist (2 Positions) in Richland County, South Carolina

Job Responsibilities

SC Department of Mental Health is recruiting two (2) Human Resources Specialist positions.

These positions are located at the Department of Mental Health, Central Office, 2414 Bull Street, Columbia, SC 29201 and G. Weber Bryan - Northeast Campus, 220 Faison Drive, Columbia, SC 29203.

You will be part of a dynamic and exciting team in the Division of Human Resources!

This position will be responsible for performing a variety of human resources administrative functions to help support our agency mission: To Support the Recovery of People with Mental Illnesses.

Job duties may include all or some of the functional areas listed below:

South Carolina Enterprise Information System (SCEIS)

You will perform professional work in the administration of human resources related function within Employment Services and Classification and Compensation to include operating as a subject matter expert on Personnel Actions (PA). Upon receipt of personnel action packets, you will review and accurately enter data in an efficient and timely manner in order to meet deadlines pursuant to State regulations. You will have active involvement in the Quality Assurance (QA) process of SCEIS. Provide technical assistance to HR representatives as well as provide notices/reminders when data is missing or inaccurate in action packets.

Employee Performance Management System (EPMS) You will serve as a resource for supervisory staff as it pertains to the Employee Performance Management System (EPMS) process for the agency. Review EPMS submissions to ensure forms are completed accurately and advise appropriate staff of any necessary corrections that need to be made. Run EPMS reports through SCEIS BEX to assist departments on meeting EPMS due dates in a timely manner.

*Classification & Compensation *

You will be responsible for classification & compensation information and reporting systems; review and process salary or personnel requests on various HR actions (new hires, rehires, transfers, reclassifications, promotions, demotions, terminations, position & reporting modifications, etc.). Screen all HR action documentation for the appropriate validation of application, education, backgrounds, professional licenses, credentials, and certifications or registrations; coordinate relative activity with new hires and existing employees, DMH Hospital/ Program Directors, Department Directors/ Supervisors, DIS Contract Office and Contractors.

Employment Services You will assist with posting of positions and filtering of applications using the NEOGOV system. Once an offer packet is approved by an HR Consultant in Classification and Compensation, you will extend employment offers. Once an offer is accepted, you will be responsible for conducting pre-employment processing to include running pre-employment background checks for Central Office and other designated areas.

Minimum and Additional Requirements

State Minimum Requirements:

A high school diploma and clerical or administrative experience. A bachelor's degree may be substituted for the required work experience.

Preferred Qualifications

Knowledge of principles and practices of human resources management. Ability to establish and maintain effective working relationships. Ability to make and communicate decisions. Ability to analyze data and present ideas effectively. Ability to communicate effectively. Must be organized and detail-oriented. Works independently as well as a part of a team.

Additional Comments

Must be able to work on a computer for an extended period of time.
