Join us as a Bid Manager and you’ll be looking at a

career-defining role based in Pittsburgh, Pennsylvania.

As a Bid Manager, you will be responsible for managing

the development of responsive and creative

technical and commercial proposals for RCS North America, which support

the strategy of RCA-North America, exploit the range of products and services

available, and provide competitive solutions which will support the financial

objectives of RCS-North America.

Responsibilities:

Lead technical and commercial strategy, planning, and gate review

sessions as appropriate to assure optimal utilization of resources, full

understanding of bid requirements, and most competitive strategy as bids are

developed:

-

Lead the negative gate reviews process (New Opportunities, negative gate

reviews) for the stand-alone opportunities within the RCS Division.

-

Establish local decision-making tools & criteria to determine which

opportunities to pursue.

-

Support the cross-functional, cross-divisional negative gate reviews

(invitations, conference calls, check review documents prior to review, direct

Engineering, Legal and Finance for their respective inputs, build an overall

strategy for winning the project based on all inputs from the different

functions).

-

Manage the Bid Governance Directive & tools and assure compliance

during the proposal phase for assigned projects.

Manage the proposal/bid management/Blue Book process:

-

Lead the Blue Book Process for the stand-alone opportunities.

-

Identify key personnel in the proposal team.

-

Manage the cross-functional, cross-Divisional proposal & governance

reviews. (Facilitate a winning strategy for the bid/proposal, establish goals & strategies for each function for winning the bid, prepare mandate & action logs, follow-up on actions and progress,

align with marketing data, etc.)

-

Deliver a successful & winning bid/proposal that meets all the

internal process & governance requirements.

-

Obtain internal mandate (commercial, contractual & technical) for

negotiation with customers.

Manage the blue book process to assure compliance during the proposal

phase.

-

Manage financials for bids, including cost targets, verify all costs in

bids to reflect accurate and executable estimates.

Direct & manage bid teams:

-

Identify resources from each function as bid team members.

-

Coordinate all activities of the bid teams in an efficient manner to

reduce costs to deliver a successful bid.

-

Hire resources (consultants or contractors) as/when required to provide

expert support in areas.

-

Work independently with minimal inputs/general direction from higher

level executives once overall strategy is defined.

-

Coordinate support from Engineering, Project Management, Finance, etc. to

plan and execute development of proposal submittals and pricing.

Additional Responsibilities:

-

Build pricing and commercial strategy based on Bombardier's interests and

client's specifications.

Lead negotiations with client on commercial and technical aspects, with

support from the respective functions.

-

Develop/Train other team members to understand internal processes and

build bid management expertise within the Americas region.

-

Strong experience selling integrated solutions to government customers

and private customers.

Qualifications

Basic Qualifications:

  • Bachelor’s Degree

  • 8+ years of experience in rail, infrastructure, automotive or similar industry.

Preferred Qualifications:

  • Bachelor’s Degree in Engineering, Science, or Finance

  • 4+ years of experience in developing project architecture, engineering estimates, organizing and preparing proposal documentation.

  • 2+ years of experience managing a team.

  • Proficiency speaking Spanish, Portuguese, and/or French.

  • 2+ years of proposal writing and editing experience.
