The Jet Propulsion Laboratory (JPL) is NASA’s lead center for robotic exploration of the solar system. Our core competency is the end-to-end implementation of unprecedented robotic space missions to study Earth, the Solar System, and the Universe.

JPL’s Learning and Development organization has an opportunity for an individual to be an integral part of the team and work on creating, delivering and managing professional learning and development projects for JPL’s Acquisition Organization. The Professional Development team is paving the way for its future workforce, standard methodologies and new technology are essential to this role. Support for this endeavor is strong and key leaders are committed to the program with dedicated advisory groups to sponsor and support development initiatives that will improve JPL’s organizational performance and ensure its missions are a success.

JPL’s Acquisition organization is responsible for the procurement of goods and services in support of the Laboratory’s tasks, projects, programs, and institutional needs. Accountable for all procurement functions: planning, source solicitation, evaluation and selection, administration, closeout, and managing supplier performance. With a vision statement “to achieve unparalleled business performance to enable exploration and discovery”. We consist of 160 employees and work closely with scientists and engineers to obtain critical systems, items, and services. The successful candidate for this Learning Specialist will work within the Acquisition Strategic Planning and Innovation Office reporting to the Office Manager.

Responsibilities

The Learning Specialist will serve as the learning & development professional for the Acquisitions Division of JPL, interfacing with the HR Technical Learning & Development team and Acquisitions team to lead the design, delivery and facilitation of innovative learning solutions that improve performance, drive organizational outcomes, and engage the modern learner. You will serve as a credible and trusted learning advisor to Acquisitions leadership on effective, leading-edge learning strategies and modern learning delivery methods (e.g.: classroom, on demand, online, blended, etc.), implementing curriculum development plans that drive the business strategic goals for your learning audience.

You will actively support the Acquisition Division Strategic Plan that drives the continual evolution and improvement of our procurement system, preparing to meet and exceed organizational needs for 2025 and beyond.

Specific job responsibilities include, but are not limited to, the following:

  • Design, develop and deliver technical learning solutions for the Acquisitions division

  • Translate business needs into learning specifications

  • Conduct needs analysis to define learning solutions and curriculum development plans

  • Partner with stakeholders, subject matter experts and content owners to develop course content/material

  • Manage and deliver a portfolio of learning programs (internal and external vendors) that reflect the technical learning needs of the Acquisitions division, including workshops, course catalog maintenance, coffee talks, education initiatives, and knowledge management

  • Facilitate the delivery of external vendor programs for Acquisitions at JPL

  • Provide reports and analysis and makes recommendations for technical learning and development roadmaps for critical technical talent.

  • Configure the Acquisitions curriculum and course structure within the Learning Management System.

  • Serve as a designated representative of the team’s Learning Management System Administrator, assists in administrative tasks as needed.

  • Build, implement and deliver marketing and communication plans for learning and development programs, using JPL’s various internal platforms such as email, slack, intranet, and other communication avenues.

  • Assess the effectiveness & business impact of learning solutions through evaluations techniques and partnerships with the customer

  • Oversee the maintenance and retirement of learning solutions

  • Incorporate learner feedback for continuous improvement of learning solutions

  • May serve as lead in the design and implementation of testing efforts and training for IT business tools and software applications

Qualifications

  • Bachelor’s degree in technology, business, or training related field with a minimum or 3 years related experience; Master’s degree in similar fields with a minimum of 1 year of related experience, or PhD in similar fields. Demonstration of progressive responsibilities in technical learning design, development and delivery may be accepted in lieu of specified degree field.

  • 3+ years’ learning and development experience in a complex, highly technical environment. Experience in a process oriented matrixed work environment is a plus as is experience leading training teams.

  • Proficiency in designing and implementing a variety of technical learning and development programs for a technical workforce encompassing IT, business, engineering and other technical professionals.

  • Experience developing and implementing communication plans to facilitate learning.

  • Working knowledge of Adult Learning Theory and Instructional Design Methodologies.

  • Experience in utilizing contract staff augmentation in the development of course materials.

  • Ability to identify and implement available learning strategies and methodologies; i.e. CBT, Video, Classroom, etc.

  • Passion for teaching, mentoring, and developing people

  • Effective verbal and written communication skills

  • Strong presentation skills

  • Experience in coordinating resources to complete a project

  • Prior experience in the aerospace/defense industry is a plus
