This position is located in the Food and Drug Administration, Office of Operations, Office of Human Capital Management, Performance Management Team, which provides oversight, management, and leadership of the reward and recognition programs for General Schedule and Senior Executive Service employees.
Analyze and interpret HR practices and procedures to ensure compliance with established laws, policies, and regulations pertaining to performance management and awards.
Develop guidance and resource tools for mangers and employees on the rules and regulations governing performance management and awards.
Lead the administration of the General Schedule and Senior Executive Performance Management and Award Audit process.
Compile and commute data from existing HR systems and applications to support decision making among division leadership.
Coordinate quality reviews of data to ensure that collected data is complete, accurate and in accord with system/ application functionality.

The position of Human Resources Specialist (Performance Management) falls under the 0201 occupational series. To qualify for this position at grade GS-13, you must meet Time-in-Grade requirements by 11:59 pm EST on 10/30/2020. In addition to meeting the Time-In-Grade requirement, you must also have the qualifying specialized experience. SPECIALIZED EXPERIENCE GS-13: Applicants must have at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for the GS-13 includes: Collecting and analyzing performance data and metrics; experience developing and implementing performance management systems and programs; providing technical advice, policy development and interpretation to senior level management on performance management cycle and award programs..
