Arctic Information Technology Proposal Manager(21-0267) in Newark, New Jersey


JOB SUMMARY: The Proposal Manager's primary responsibility is to prepare sales proposals (RFP, RFI, etc.) by determining concept, gathering, and formatting relevant business information, writing drafts, and obtaining approvals to deliver excellent technical documentation appropriate to the Government, Tribal, and Commercial business sectors. It is expected that this individual will understand Arctic IT's solutions and services, have the ability to access the right internal resources to gather content, and deliver excellent and accurate proposal frameworks. This person will work closely with the Executive Team, Account Executives, and other sales and contracts team members to determine the final version of the proposal presented to the client.


Determines proposal concept by identifying and clarifying opportunities and needs; studying requests for proposal (RFPs); attending and leading client strategy meetings

Meets proposal deadlines by establishing priorities and target dates for information gathering, writing, review, and approval; entering and monitoring tracking data; coordinating requirements with contributors; contributing proposal status information to review meetings; transmitting proposals

Coordinates and leads proposal team meetings, such as kick-off meetings, periodic proposal team standup meetings, color reviews, and other meetings as needed

Develops all necessary proposal documentation (e.g., compliance matrixes, proposal outlines, writing assignments, responsibility matrices, proposal related customer questions, annotated outlines, color review management, finalized proposal documents, oral presentations, lessons learned, etc.) to win the assigned bid

Gathers proposal information by identifying sources of information; coordinating submissions and collections; identifying and communicating risks associated with proposals

Develops proposal by assembling information including project nature, objectives/ outcomes/ deliverables, implementation, methods, timetable, staffing, budget, standards of performance, and evaluation; writing, revising, and editing drafts including executive summaries, conclusions, and organization credentials

Delivery of compliant, professionally produced proposals within customer-defined timeframes

Prepares presentation by evaluating text and graphics

Maintains quality results by using templates; following proposal-writing standards including readability, consistency, and tone; maintaining proposal support databases

Obtains approvals by reviewing proposal with key providers and stakeholders

Improves proposal-writing results by evaluating and re-designing processes, approach, coordination, and boilerplate, implementing changes

Works closely with the Sales, Account Management, Operations, and Professional Services to demonstrate Arctic IT expertise

Updates job knowledge by participating in educational opportunities; maintaining personal networks

Accomplishes organization goals by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments

Effectively communicates within the team, the company, and customers

Responsible for the overall production, packaging, and delivery of proposals

Serves as the quality assurance function for final products, ensuring quality and compliance

When necessary, serves as a liaison between subcontractors and/or prime contractors

Leads internal "lessons learned" meetings to find ways of improving the proposal process

Other duties as assigned



Bachelor's degree in Business or equivalent education and experience

Minimum 5 years of technical proposal writing with government proposal expertise preferred

Proven high-quality business writing skills to develop relevant sales collateral

Experience in writing, editing, design, layout, and proposal production

Experience with Microsoft Office, Microsoft Teams, Shipley Associates proposal process, or a purpose-driven Proposal Management toolset

Must be willing to work the hours necessary to carry out the tasks assigned, which may include evenings or weekend support as needed

Must have a valid state driver's license, reliable personal transportation, and auto insurance

WORKING ENVIRONMENT: The majority of work for this role is performed in a home office and interacts with a wide variety of people with differing functions, personalities, and abilities. Telecommuters are expected to have sufficient home office space that appears neat, organized, and professional when on video meetings. Travel is required and varies around 10%.
