Job Description: The Sourcing Lead is responsible for driving strategic sourcing activities in a dynamic environment while supporting the warfighter mission at L3Harris. This role is part of the strategic arm of the Supply Chain Team and this individual will be a subject matter expert with comprehensive knowledge of Sourcing and in-depth knowledge/experience of project management. We are open to this being a remote position.
Coordinates with Supply Chain Buyer Team and Supplier Quality to analyze, develop, and implement long-term spend management strategies within a given commodity to ensure sourcing efforts meet business goals and objectives.
Manages activities including supplier assessments and rationalization, negotiations for best total cost of ownership, make vs. buy analyses, vendor managed inventories, inventory reduction and consignment programs, cycle time improvements, continuous improvement, commodity road maps, and procurement/stakeholder collaboration.
Researches and benchmarks current commodity market conditions/trends, developing technologies, supply chain capacity/capability, product knowledge, customer requirements and supply/demand challenges.
Guides the selection, development, and management of strategic suppliers to meet program and commodity cost and performance goals.
Establishes a strong network and fosters collaboration with customers, suppliers, internal key stakeholders, and category team members.
May lead negotiation and completion of contracts with global strategic and preferred suppliers to maximize benefits.
Provides input into new products/processes and implements strategic sourcing plans that have measurable impact on business and functional results within a short-term time frame (less than 1 year).
Coordinates with Program Management for aligning proposal strategies and material estimating strategies ultimately leading to successful program win and kick off.
Interfaces with Material Estimating and aligns request for proposal activities with commodity strategies to support government compliant proposal packages.
Bachelor’s degree in Supply Chain, Business Administration, Economics, or Finance with a minimum of 9 years of relevant experience. Graduate degree and a minimum of 7 years of relevant experience.
Understanding of the Truth in Negotiations Act (TINA) and related public laws is required.
Knowledge of commercial law, Federal Acquisition Regulations (FAR) and Defense Supplement to the Federal Acquisition Regulations (DFAR) required.
Experience in the development of RFP packages, review and analysis of proposals, negotiation of subcontract pricing and provisions, supplier selection, subcontract closeout and file/record maintenance are required.
Ability to get security clearance required.
Must be able to move freely, with or without accommodation, throughout the manufacturing environment
Preferred Additional Skills:
Knowledge of International Traffic in Arms Regulation (ITAR) and Export Administration Regulations (EAR) requirements, and supplemental international business regulations and practices of government agencies.
Ability to assess operational efficiency and capability at suppliers across a variety of commodities.
Has a thorough understanding of ERP and demand management utilizing multiple provisioning strategies.
Experience with both Firm Fixed Price (FFP) and Cost-reimbursable type subcontracts is desired.
Candidate must be proficient with Microsoft (MS) Word and Excel and must be able to work in a multi-task, fast-paced, team environment.
Strong negotiation skills.
Knowledge of and desire to implement lean and process improvement initiatives.
