Job Overview:
L3Harris is seeking an Operations Support System (OSS) Systems Engineer / Systems Analyst who will support our Managed Networks Services platforms. The ideal candidate is an operationally-focused systems engineer/analyst to document requirements, support solution development, and provide system definition for the OSS team. This Systems Engineer will work with various customers, user groups, and stakeholders to collect requirements, define process improvements, assess commercial off the shelf applications (COTS) products, and suggest automations to streamline operations and business office procedures.
Responsibilities:
Assess industry best practices with L3Harris processes for service ordering, service provisioning, service assurance, and order tracking within a commercial OSS environment
Work with the various stakeholders to analyze process alignment with customer requirements
Provide evaluation of COTS applications used by Network Operations and Network Engineering to suggest process improvements, internal software development, and process automations
Develop system-level requirements, concepts of operations (ConOps), and Interface Control Documents (ICDs) as necessary to define the system across a full stack of Engineering teams
Work with the Software team to identify and prioritize COTS configurations, internal software development, and regression testing
Conduct and/or participate in design reviews, change advisory boards, and technical interchange meetings
Provide technical leadership for the complete engineering life-cycle
Qualification:
9 years of relevant experience with Bachelor's Degree or 7 years of relevant experience with a Master's Degree
Experience of 7+ years in the Systems Engineering Lifecycle
Experience of 7+ years with software frameworks
Experience of 5+ years with Model Based Systems Engineering (MBSE) and SysML
Experience of 7+ years in writing/gathering end-user requirements, creating design documentation, creating interface definitions, writing use cases, test cases for Service Fulfillment (service order management, orchestration, resource inventory, activations), and Service Assurance familiarity, e.g., Incident management, Fault Management System (FMS), Network Performance Monitoring and Diagnostics (NPMD) for large telecommunications companies
Ability to obtain a security clearance
Preferred Additional Skills:
Proven technical leadership experience with cross functional teams
Excellent written and verbal communication skills for coordinating across teams
Proven experience with OSS platforms and/or BSS systems
Familiarity with eTOM frameworx and IT Infrastructure Library (ITIL) processes
Familiarity with network architectures, network management, and related protocols
Familiarity with business office processes and tools for ordering, invoicing, etc.
Familiarity with application products in the following domains: NPMD (i.e., SevOne, Riverbed, FortiSIEM, SolarWinds), FMS (i.e., Spectrum, Nagios), Service Orchestration (i.e., Ericsson Order Care, Cisco Network Services Orchestration (NSO), Cisco Crosswork Automation), Inventory Management (i.e., Ericsson Adaptive Inventory, Granite Inventory, Unified Inventory Management (UIM))
Experienced with requirements and project management applications such as Jira, DOORS, Microsoft Project, and Microsoft OneNote
Familiarity with domains such as Carrier Ethernet C2.0, FTTx, xDSL, VoIP, IPTV, MPLS, SONET, Time Division Multiplexing (TDM) and Wavelength-division Multiplexing (WDM)
Experience with the agile scrum development methodology and DevOps in an enterprise-level environment
Familiarity with FAA programs and/or aviation systems
A drive to learn and master new technologies and techniques
