MITRE’s Army Division requires a strongtechnical leader to develop and evolve warfighting concepts that address thechanging future warfighting environment, understand how potential solutionswill influence those concepts, and ensure that potential solutions will beeffective. This applies to concepts andsolutions across the capability domains of doctrine, organization, training,materiel, leadership, personnel, facilities and policy (DOTMLPF-P). The Lead Strategist for Warfighting Concepts willassist in the development, understanding, and application of WarfightingConcepts across the Army Program Division, across the MITRE Army Portfolio ofprojects and specifically for work on the A920 project support to the ArmyFutures Command, including the ability to integrate expertise acrossrelated Program Divisions, Portfolios, other MITRE Technical Capability Areas,and key internal/external stakeholders and sponsors.

Strong candidates for thisposition will enjoy the challenge of being a strategic thinker in expandingMITRE’s expertise and influence specific to warfighting concepts for the Armyand for providing an understanding of the concepts being developed to supportMulti-domain Operations (MDO), an understanding of the technologies required tosupport MDO and how to provide value to the DoD.

Core Duties and Responsibilities. Theselected candidate will be responsible to:

  • Develop strategic ideas, innovative direction,and opportunities for MITRE to support the Army in development of warfightingconcepts and operations

  • must have and maintain deep understanding of newand developing doctrine and strategy for warfighting operations, anticipatedchanges in the operational environment, understanding of adversarialcapabilities, intentions and methods, and an understanding of lessons learnedfrom current or ongoing operations and exercises.

  • Maintain a broad and deep understanding of ArmyMulti-domain Operations concepts, concept development, and force managementmodels

  • Serve as a MITRE Army focal point for Armywarfighting concepts, and the related implications on the solutions beingdeveloped and delivered across the division

  • Anticipate the impacts of new solutions on thesub-elements of capabilities as described by DOTMLPF-P (Doctrine, Organization,Training, Materiel, Leadership, Personnel, Facilities and Policy)

  • Assist multiple project leaders in thedevelopment and execution of strategies to continuously improve quality of workproducts related to warfighting concepts

  • Leverage warfighting concepts to identifycapability gaps and necessary requirement changes

  • Support shaping of concept-based modeling &simulation and responsive analytics for AFC’s top Analysis & ExperimentationRequirements Board (AERB) priorities

  • Ensure that key projects across the ArmyPortfolio deliver solutions that are effective within the context of theassociated warfighting concepts

  • Promote staff development and a broadunderstanding of key warfighting concepts across the Army Division

  • Assist in the development and execution ofannual DCA Warfighting Concept goals

  • Formulate future-state vision and strategydevelopment advice for the DoD.

  • Candidate will be required to complete MITRE's"Being a Trusted Advisor" course (MTA200).

  • Excellent verbal and written communicationskills

Qualifications

Required Qualifications:

  • BS in Public Policy, Systems Engineering orrelated discipline

  • 8 years of experience and familiarity withunderstanding current and developing concepts for Multi-Domain Operations andthe changes anticipated to be made in Army and Joint services doctrine andwarfighting functions.

  • Ability to travel to travel to Hampton Roads,VA, Austin, TX and other Army Futures Command locations for experimentationevents (i.e. Battle Labs, War College, etc.) and to meet with sponsors.

  • Possess an active TS/SCI clearance.

Desired Qualifications

  • MS in Public Policy, Systems Engineering orrelated discipline

  • 5 - 10 years of experience and familiarity withunderstanding current and developing concepts for Multi-Domain Operations andthe changes anticipated to be made in Army and Joint services doctrine andwarfighting functions.

  • Possess excellent oral and writtencommunications skills with the ability to work independently when required andintegrate seamlessly into technical teams.

  • Ability to identify task work and requiredsupporting reach-back skills to ensure technical rigor is applied and productsprovide expected value to the sponsor.

MinimumEducation/Experience:

  • BS and 8 years related experience
