JUNEAU COUNTY HEALTH DEPARTMENT Community Health Educator in MAUSTON, Wisconsin

JOB REQUIREMENTS: PURPOSE AND SUMMARY: Facilitates the Substance Abuse Free Environment (SAFE) in Juneau County Coalition, focused on prevention of youth use of tobacco, alcohol, and prescription drugs through environmental, policy and systems level community change. Manages a competitive federal grant through the CDC. Assesses the community burden of both youth and adult substance use in the communities, as well as the readiness for evidence-based policy change. Aligns local community substance use prevention work with all corresponding county, state, and national strategic plans. Provides support, training, coordinator, and consultation to Coalition members and community partners. As part of the Health Department team, contributes to public health preparedness, communications, performance management, and quality improvement. ESSENTIAL FUNCTIONS: Assesses and communicates factors that affect health and substance use rates in communities (e.g. equity, industry influence, income, education, physical environment, and other social determinants of health). Collects and utilizes quantitative and qualitative data to monitor substance use trends, root causes, and community readiness for policy and environmental change. Researches evidence-based and promising practice strategies to reduce the burden of substance use, including an assessment of how the policies, programs, and services will impact populations within the community. Facilitates and participates in the planning, implementation, management and evaluation of the Coalition's action plan. Supports Coalition education of local and statewide policy makers to increase knowledge regarding commercial tobacco prevention and control priorities. Supports local municipalities and organizations that adopt effective policies in the implementation through mass communication, signage, talking points for enforcement, and other strategies. Regularly creates press releases, fact sheets, and other effective communications to the community about the Coalition work and substance use prevention news. Plans and implements Coalition development and infrastructure maintenance, including recruitment, orientation, and engagement of members. Mobilizes and engages youth, adults, and organizations, honoring the contribution of diverse perspectives, in high impact strategies and activities focused on local policy priorities. Cultivates community organization and member relationships through collaboration (i.e. participating in committees, sharing data and information, connecting people to resources). Adheres to all Drug Free Communities grant requirements including but not limited to participating in required meetings and trainings, evaluating and reporting all Coalition strategies, activities, and outcomes utilizing CDC required formats, and preparing and adhering to the budget. Serves as Assistant Facilitator for the Juneau County Overdose Fatality Review Team responsible for data collections and facilitation of moving primary prevention recommendations forward in the community. WORK RELATIONSHIPS: Reports to Public Health Supervisor-Community Health and works in close partnership with Youth Engagement Coordinator on Coalition goals and objectives. Works collaboratively with all staff, community partners, and customers.
