Kansas State University Environmental Compliance Mgr or Assistant Director in Manhattan, Kansas

About This Role:

The Environmental Compliance Manager or Assistant Director is part of the Kansas State University, Department of Environmental Health and Safety. The position oversees institutional compliance to environmental regulations and prepares programs for the proper management of hazardous materials.

Responsibilities include:

Position responsibilities include the management of environmental permits, hazardous waste, and environmental abatement projects on campus properties. The position is part of a campus hazardous materials (release) response team and also provides responses to environmental incidents with potential impact on campus and city systems (storm and sanitary systems) and the natural environment. The position provides a response to hazardous materials spills/incidents/emergencies during and after business hours and makes decisions regarding the course of action for response to hazardous materials incidents, including appropriate abatement measures and reporting.

  • Ensure institutional compliance with environmental regulations (i.e., CAA, CWA, RCRA, TSCA RCRA, HMTA, SARA, FIFRA) via education and outreach, policy and procedure development, inspection, and compliance auditing
  • Manage environmental permits, including but not limited to Title V air permit, industrial pretreatment, and direct NPDES permits, MS4 (as applicable)
  • Manage inventories of air permit emission sources
  • Assesses potential pollution sources, including review of equipment and operations potentially requiring permitting and/or discharge controls
  • Oversee, document, and/or conduct environmental or process sampling
  • Manage compliance with pretreatment standards
  • Prepares regulatory reports and inventories
  • Prepare/oversee SPCC plans and manage oil storage inventories
  • Assist with RFP development and proposal reviews
  • Liaison to related regulatory agencies (e.g., inspections, permit applications, reporting)
  • Develop and conduct training and outreach
  • Lead and participate as a member of the hazardous materials response team for campus chemical and biological releases. Is available to respond on-site 24/7. Requires enrollment in the hazmat medical surveillance program and respiratory protection program. Must be medically cleared to use related PPE, including SCBA
  • Manage RCRA hazardous waste and medical waste programs. Assist with waste pick-ups and bulking when necessary. Prepares or oversees the preparation of pollution prevention strategies, reporting, and diversion inventories
  • Supervise two professional staff
  • Provide annual reports and monitor the unit budget
  • Manage/coordinate chemical release assessment, abatement, and remediation sites. Manage related contractor services. Responsible for the existing groundwater treatment system
  • Collect environmental and process (e.g., wastewater, groundwater, soil) samples and prepare reports

What You’ll Need to Succeed:

Minimum Qualifications:

  • BA/BS in environmental engineering, environmental science or studies, environmental management, or physical science (e.g., chemistry, geology, hydrology) or engineering (e.g., chemical engineering)
  • Must have a minimum of five years of related professional experience (A graduate degree in related area may substitute for a portion of required work experience.)

Preferred Qualifications for Environmental Compliance Manager:

  • Graduate degree in related field
  • Related professional certification preferred (e.g., CHMM, Certified/Registered Environmental Manager/Professional, PE)
  • Chemistry and/or other science coursework
  • Experience within a research intensive higher education institution, laboratory settings, and/or land grant/ag school
  • Experience managing hazardous materials programs (including RCRA compliance, shipping, and related sustainability programs), air permit management/writing and/or permit compliance monitoring and reporting, and wastewater permit management programs (NPDES/pretreatment, MS4)
  • Experience with site soil and groundwater contaminate characterization, abatement and remediation systems
  • Experience developing and conducting training (e.g., HazWoper refreshers, hazardous waste, etc.)
  • Experience managing environmental contractor services
  • Experience supervising professional employees (direct reports)
  • Ability to maintain positive working relations
  • Exceptional written and oral communication and interpersonal skills
  • Experience with office software and database applications
  • Experience with environmental management systems

* Preferred Qualifications for Assistant Director:*

  • Engineering Degree
  • Experience administering air permits, to include developing permit applications
  • Experience managing contractors and/or environmental contracts review, developing RFPs, etc
  • A diversity of experience in the different disciplines needed for the position (meaning three or more of the following areas: air, water, solid/hazardous waste, env site assessment/env sampling, and remediation or clean-up projects)

Other Requirements:

  • Applicants must be currently authorized to work in the United States at the time of employment
  • 40 hour Hazardous Waste Operator (HazWoper) certification upon hire or within 6 months of hire
  • Valid driver’s license
  • Certified visual emissions inspector upon hire or within first year of employment

Anticipated Hiring Salary Range:

$56,900 - $73,970 annually for Environmental Compliance Manager

$65,440 - $85,060 annually for Assistant Director
