SMSI, LLC is seeking a Quality Performance Assurance (QPA) Specialist for work for Los Alamos National Laboratory (LANL). The need is immediate. Position is direct hire and is a full-time position.

Duties & Responsibilities: Quality Performance Assurance (QPA) specialists support the deployment of an integrated set of IQPA processes that enable management by fact, continuous institutional learning and improvement across all major areas of mission/program, science/technology/engineering, operations and business support, with an overall focus on improving mission delivery.

Expert-level professional with institutional impact. Has broad expertise or unique knowledge, uses skills to contribute to development of objectives and principles and to achieve goals in creative and effective ways. Develops advanced concepts, techniques, and standards based on professional principles and theories. Viewed as an expert in the field within the Laboratory. Works on unusually significant, unique or complex issues, provides solutions that are highly creative and where analysis of situations or data requires an evaluation of intangibles.

Has impact on success of future concepts, products or technologies. Erroneous decisions or recommendations would normally result in failure to reach goals crucial to significant organizational/Laboratory objectives and would profoundly affect the image of the organization/Laboratory. Creates formal networks involving coordination among groups, and other key decision makers. Regular contacts with other resources internal and external to the organization/Laboratory. Works under consultative direction toward predetermined long-range targets. Assignments are often self-initiated. Virtually self-supervisory. Uses independent judgment for determining course of action to accomplish objectives. Use wide latitude in the methods, techniques and evaluation criteria for obtaining results.

• Safety and security are a primary responsibility for all Laboratory employees. Assures safety and security compliance, maintains required safety and security training, and makes safety and security an integral par of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. • Leads the designing, deploying and operating systems and supporting tools and associated training for one or more of the following: performance improvement; commitment management; measures, assessments; lead auditors, surveillances, and audit programs; lessons learned; risk characterization; issues, non- conformance, and corrective actions management; management of the Laboratory Performance Evaluation Plan, and process improvement to enable fact- and data- based executive management decisions for the institution and its major business areas. • Provides quality and performance assurance, regulatory compliance, and requirements implementation support at the Laboratory. • Works with IQPA deployed staffing assisting them in implementing IQPA processes in their respective organizations. • Facilitates collaboration and coordination to solve complex institutional quality and/or performance challenges using IQPA processes and though successful leadership of one or more IQPA programs. • Researches, assembles, and/or evaluates information or data regarding industry practices or applicable regulatory changes affecting IQPA policies or programs; recommends sound, practical solutions to complex issues. • Understands and adheres to all Laboratory and regulatory requirements specific to Quality and Performance Assurance. • Ensures all results, processes, and final products meet quality specifications and are completed according to established requirements including cost, scope, and schedule. • Provides leadership and oversight of QA processes through evaluation to ensure compliance and effectiveness of the institutional quality assurance program. • Communicates with senior managers and regulatory agencies on issues related to Institutional Quality an Performance. • Represents management with customers, as requested, to present their opinions and extend their authority and direction. • Develops and mentors staff in quality assurance principles and Concepts. • Provides coaching and advice to our management and customers. • Fosters a mutually respectful and inclusive work environment that is free from discrimination and harassment. Position Requirements: • Bachelor’s Degree in a relevant field from an accredited institution • 12 years of experience; or, and equivalents combination of education and experience directly related to the occupation. At this level, post graduate course work may be desirable.• Forward-thinking with a strong record of leadership, technical advocacy, innovation, and commitment to scientific and/or business excellence.• Expert-level knowledge and experience with quality and performance assurance concepts and principles (e.g., customer focus, management principles, continuous improvement methods, quality and performance assurance business processes, reengineering methods, change methods, process measurements, etc.) and how these are applied.• Expert-level knowledge and experience of quality and/or contractor assurance regulatory/contractual / technical documents or equivalent military documents (i.e., DOE orders, DOE Order 414.1, DOE M 232.1, DOE Oder 226.1B, DOE Order 210.2, 10CFR830, NQA-1, DOE/NNSA weapons quality policy (NAP-401.1), nuclear weapons complex technical business practices, and LANL contract requirements relevant to quality assurance and/or contractor assurance activities).• Knowledge and experience with the interrelation of these requirements documents.• Expertise in one or more of the following areas and associated tools: performance improvement; commitment management; measures, assessments; lessons learned; risk characterization; issues and corrective actions management; process improvement; human performance improvement; nonconformance reporting; procurement quality; software quality; receipt inspection; suspect/counterfeit items; and causal analysis for abnormal events.• Expertise of the intent, purpose, and design of the quality and performance assurance system, including the current institutional needs and priorities for implementation of quality and performance assurance tools and the integration of IQPA into management systems.• An extensive record of expert level accomplishments in a relevant technical field.• Expertise in effective decision-making and risk management regarding complex technical issues. Expertise in the preparation and presentation of quality and/or performance assurance reports. In-depth knowledge of integrated organizational-level quality and/or performance-based management systems.• Expertise in leading growth and change, driving for results, and building productive and sustainable internaland external collaborations.• Expertise in leading and engaging people; strong interpersonal, communications, and team building skills; effective ability to manage interpersonal conflict, negotiate agreements, delegate authority, and build consensus.• Ability to foster a work environment that promotes openness, trust, communication, teamwork, innovation, and satisfaction.This description is not intended to be a complete statement of every aspect of the position, but rather to act as a guide to the essential functions to be performed.
