Citigroup Regional Regulatory Engagement Officer (focus regulatory strategy for advocacy) in London, United Kingdom

Citi has a physical presence in 55 countries within the Europe Middle East and Africa (EMEA) region with operations ranging from trading, markets and custody services, to corporate and investment banking, trade and treasury services as well as private and consumer banking. The London-based European, Middle East and Africa (EMEA) Regulatory Engagement Team forms part of Citi’s Global Regulatory Engagement Team.

The EMEA Regulatory Engagement team is responsible for developing and implementing a forward looking strategy and a coordinated and effective approach for interfacing with key regulators across the EMEA region. To this end, the team liaises with Compliance, Global Government Affairs, Legal and legal entity CEOs to ensure full coverage of the regulatory lifecycle

The team advises EMEA and UK executives in their engagement with regulators and provides a quality assurance role on key regulatory submissions. The EMEA head of regulatory engagement engages at a senior level with core college regulators on strategic issues and this engagement translates in priority setting and dissemination of information.

The regulatory engagement team works closely with the EMEA Global Government Affairs team to put in place a regulatory strategy for advocacy on regulatory initiatives and consultations, engaging all Product Areas and Functions, with a view to setting regional priorities and for those priorities designing and executing a bespoke advocacy strategy.

These activities are aimed at maintaining and deepening positive and constructive relationships with Citi’s regulatory community. By engaging with senior leaders in EMEA’s geographic clusters and legal entities, the team identifies regulatory risks and issues affecting local franchises and helps to develop optimal solutions that satisfy regulatory expectations and fit with Citi’s strategy. As well as specific risks, issues and regulatory developments, the Team identifies trends and patterns across the different jurisdictions in EMEA and anticipates challenges and opportunities for the firm.

The EMEA Regulatory Engagement Team communicates key regulatory developments to senior leadership in a manner they can understand and act on. Core activities include the identification and analysis of material regulatory developments and trends and the assessment of their impact on Citi’s legal entities and business lines in the region. This involves close collaboration with colleagues in the business and other functions to develop briefings, regulatory forwards agendas, action plans, position papers, advocacy materials and guidance to assist the firm in preparing to meet regulatory requirements and expectations.

As part of the Global Regulatory Engagement function, the team also acts as the liaison between the US and EMEA, making sure that, where necessary, local regulatory priorities are well understood and represented at Head Office / Group level and that, vice versa, senior executives in EMEA stay informed of those regulatory developments at Group that are relevant to their local franchise.

Responsibilities:

  • Work with senior management across the region to further build out Citi’s EMEA strategy for interfacing with key regulators and produce the associated artefacts which will aid the engagement with the regulatory community;

  • Support key regulatory engagements with senior leaders throughout the organization and ensure coordinated, consistent interaction and communication with regulators; responsible for top down and bottom up communication of regulatory developments, priorities and expectations;

  • Draft regulatory engagement plans and mapping;

  • To provide quality assurance, review key submissions to core college regulators;

  • Support efforts across EMEA to deepen and maintain positive and constructive relationships with the regulatory community in the region by co-ordinating and communicating key developments and advising on regulatory remediation and transformation.

  • Anticipate global regulatory trends and provide thought leadership behind the scenes and in regulatory dialogues;

  • Collaborate with Group Government Affairs (GGA) to lead the regulatory strategy for advocacy (RSA) process and help embed a more structured, globally aligned approach for advocacy of regulatory policy and regulatory initiatives;

  • Support advocacy effort for priority topics by way of direct engagement with trade bodies and regulators;

  • Ensure a firm-wide understanding of framework for identifying, assessing, and communicating requirements and implications of new and changing regulations across the organisation; work with Legal and Compliance Teams in advising senior management on complex new regulation that is often cross-jurisdictional/cross-functional in nature;

  • Raise awareness of the importance of good regulatory engagement and deliver briefings and training to clarify what good looks like and how to deliver it;

  • Facilitate the implementation of consistent regulatory standards and strategies worldwide

Skills and Experience:

  • Relevant experience preferably gained in a global, complex, and matrix driven institutional financial services platform or a related regulatory body

  • Knowledge and experience of working with UK and relevant European regulators based on past experience in engaging with regulators and/or implementing regulation

  • Successful track record establishing and maintaining strong internal networks

  • Experience overseeing the creation, implementation, and monitoring of effective regulatory strategies, policies, and plans that support profitable, sustainable, and ethical business

  • Strong organization, and evaluative process skills; ability to analyze complex concepts and distill them for consumption of leaders across the organization

  • Highly collaborative; acts with the highest level of integrity and works successfully with multi-disciplinary teams

  • A proven ability to apply sound judgement, effectively communicate and make, support and implement high quality, timely decisions

  • Demonstrated ability to effectively and consciously work across cultures and jurisdictions

  • Ability to effectively collaborate with multiple stakeholders including senior management, investment teams, public policy, and business operations

  • Strong independence, adaptability and resilience

  • Ability to work well with internal stakeholders of varying seniority in support of a matrix structure

  • Open and effective communicator who prioritises open, collaborative dialogue

  • Strong planning, organizational, project management and communication skills.

Qualifications:

  • Strong experience at least partly obtained in a regulatory role (regulator, compliance, regulatory implementation, regulatory affairs/liaison roles or equivalent)

Education:

  • Bachelor’s/University degree, Master’s degree preferred and managerial experience
