About the opportunity:

Following the publication of the government’s energy white paper together with the announcement that the government will now more formally engage with EDF to review funding arrangements for the Sizewell C (SZC) nuclear new build project, NNB Generation (NNB) Limited are now preparing to move to the next stage of the development of the Project Delivery Organisation (PDO) strategy and operating model.

The proposed Sizewell C structure developed includes a Client organisation and a Project Delivery Organisation, which is composed of an Integrator and Delivery Programmes.

SZC are progressing a sole source procurement exercise with Jacobs with the intention of appointing Jacobs as their Delivery and Integration partner for the SZC project in early 2021.

The role of the Delivery and Integration Partner is:

• Overall programme management

• Integration of the three programmes: Civils, Nuclear Island (NI) and Conventional Island-Balance of plant (CI-BOP)

• Coordination of the various entities that will deliver the project scope in the programmes

o Civil Works Alliance

o Mechanical Electrical and HVAC alliance

o Responsible Designer

o Equipment providers

The Delivery and Integration Partner will be responsible for the following functions:

• Programme/project management,

• Quality – QA/QC and expediting oversight

• Engineering integration,

• Project controls (including Digital PMO),

• Commercial management

• Construction oversight.

The Delivery and Integration partner will also be responsible for implementing a standardised approach to project delivery and cross-programmatic aspects such as:

• Definition of SZCs Technical, Management and Commercial requirements for the key contracts

• Definition and maintenance of the SZC delivery processes and ways of working

• Behavioural safety programme

• Quality Programme

• Lessons learned and continuous improvement.

About the Opportunity

We are recruiting a senior experienced Risk Manager who will join our team supporting SZC on this £20Bn plus nuclear new build project. The work is challenging and varied in nature with multiple stakeholder responsibilities including working under a national spotlight.

As a key member of the PDO Delivery and Integration Partner team, you will be working in support of the Sizewell C client to achieve the successful delivery from the following Tier 1 suppliers on the project, many of which will be via multi-£Bn contracts:

• Civil Works Alliance

• Mechanical Electrical and HVAC Alliance

• Responsible Designer

• Framatome

• GE

• EPR Equipment providers

The role will be initially based in London for the first 2 to 3 years with some time spent at the Sizewell C (SZC) site in Suffolk and short periods of time at key suppliers’ offices in the UK and overseas as required. The role may progress to being part or fully based at SZC site as construction activities ramp up – this will depend on client plans for the management of the project that are not yet fully developed. For work based in the Client’s London offices the current arrangements allow flexible working with part of the week spent in the office and the remainder of the time working from other locations, (e.g., your Jacobs home office or WFH).

What life is like to work in this role:

The role is for a Senior Risk Manager, reporting to the Project Controls Director with responsibility for providing subject matter expert advice to Sizewell C on all aspects of Risk Management with specific focus in the following areas:

• Heading up the risk management function

• Line managing and coordinating other assigned risk personnel (who may not be from Jacobs)

• Reviewing, updating (as required) & implementing risk management procedures

• Attending sub-programme and project meetings, capturing risks at all stages and advising on appropriate treatment plans and actions

• Facilitating risk workshops/reviews throughout the project lifecycle

• Developing and managing risk registers for each area of the project within the risk database ensuring ongoing maintenance and analysis

• Managing the risk database, assuring validity and quality of data captured

• Updating of risks with multiple stakeholders and risk owners (client, contractor, delivery team)

• Undertaking qualitative / quantitative cost and schedule risk analysis

• Analysing and reporting the likelihood of success for project schedules linking risk and uncertainty to the tasks to be undertaken

• Facilitating the escalation of information on risks to the appropriate levels

• Supporting the knowledge sharing of risks and opportunities across the portfolio of projects ensuring that lessons are learnt

• Engaging in the monthly reporting process through risk analysis and risk tools

• Training new starters on the risk requirements and process

Essential

• Degree educated with proven risk management experience, including evidence of delivering major programmes

• Demonstrable knowledge through an appropriate risk management qualification (i.e. undergraduate/postgraduate degree, IRM Diploma or Certificate, APM Risk Certificate, PMI-RMP, MoR Practitioner)

• Membership of one or more risk management or risk related professional bodies (grade of membership appropriate to role being applied for)

• Experience in the application of Quantitative Risk Analysis (QRA) techniques and tools, for example- @Risk, Crystal Ball, Primavera Risk Analysis, Safran Risk, Acumen Risk

• Experience using Enterprise Risk Management tools, for example, Active Risk Manager (ARM)

• Substantial experience in the delivery of risk throughout the project lifecycle including support of investment decisions and delivery/implementation phases

• Understanding of construction contracts and the relationship between risk management and controls/management functions including project management, change control, planning & scheduling, cost & commercial management, and reporting

• Evidence of previous experience in the production of risk management plans, processes & procedures within projects

• Strong communication, interpersonal and facilitation skills

• Collaborative working style and consulting behaviours’

• A logical approach and ability to think through complex issues to co-ordinate multi-faceted aspects of projects

Desirable

• An understanding of planning techniques and tools, including P6 and Microsoft Project

• Demonstrable involvement and contribution in the wider Risk Management community

• Awareness of Value Management and Asset Management processes and techniques

• Experience in delivering risk management at Programme or Strategic levels

• Experience of working in a client environment

• Experience in application of a variety of contract forms

• Experience in working for a large consultancy business

• A good knowledge of Microsoft Tools and Apps, particularly Excel, Power Apps

• A knowledge and active interest in some of the following discipline areas would be an advantage: Resilience; Business Continuity; Asset Based Risk Management; Information Security; Supply Chain Risk Management; Value; Insurance; Climate Change and Sustainability; and Risk Analytics.
