Class Summary

The Department of Financial Services oversees the financial operations of Gwinnett County in compliance with state and federal laws, ensuring fiscal responsibility and superior bond ratings. Department functions include, but are not limited to: financial record administration, budget administration and preparation, grant management and oversight, cash and investment management, vendor and employee payment, debt issuance and monitoring management, self-insurance and liability programs management, procurement and contracts operations management, tax assessor administration, and strategic program design and deployment.

The Incumbent will perform professional-level work and are responsible for managing professional-level employees. The incumbent will supervise Financial Supervisors and may supervise other professional staff.

Primary Responsibilities:

  • Collaborate with officials, county management, department directors, and other internal and external stakeholders, to build partnerships; identify needs; develops, tests, and implements solutions; coordinates project operations; communicates technical and general information; and analyzes problems and develops solutions.

  • Manage highly visible projects; leads project teams in the development of detailed project charters and implementation plans; prepares, manages, and implements research, project plans, and communication strategies; identifies key stakeholders and partners; and monitors project progress.

  • Design evaluations to assess new initiatives; evaluates outcomes and performance; recommends corrective action; and ensures effective and appropriate tools, methods, and systems are used to monitor performance

  • Compose, review, and present results to key decision makers as directed.

  • Assist in development of Business Planning Presentation’s and the analysis and tracking of plan development by department.

  • Lead departments in building Business Planning Presentation’s into strategic plans.

  • Lead team and provide guidance in developing benchmarks supporting County initiatives.

  • Contribute to the strategic planning and continuous quality improvement of departmental operations.

  • Manage and supervise the development of staff through the assignment of tasks, including monitoring workloads and evaluating staff.

The Grade for this position is 107.

Skills Qualifications:

  • Demonstrated skill and ability in strategic planning;

  • Ability to think big-picture while executing on immediate deliverables;

  • Ability to conceptualize abstract concepts and translate department needs and problems into creative solutions;

  • Ability to lead and manage a team effectively to achieve desired goals;

  • Ability to prioritize projects, manage time effectively, and assume initiative to accomplish tasks and organizational goals;

  • Ability to work across functional departments and productively interact with employees at all levels of the organization;

  • Ability to present to various levels of the organization and various crowds size; effective facilitator of information sharing.

Minimum Qualifications:

  • Bachelor's Degree in Accounting, Finance, Business Administration or a closely related field;

  • Seven years of progressively responsible professional-level accounting experience , supervisory experience preferred;

  • Or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above;

  • Valid Driver's License in state of residency.

Preferred Qualifications:

  • Seven years of progressively responsible professional experience in strategic planning, facilitation and relationship management.

  • An employee is fully vested in 5 years. An employee can retire if he/she has reached the age of 55 and the sum of his/her age and years of service equals 65.

    • If you contribute at least 2.5% of your base pay to the 457(b) plan, Gwinnett County may contribute an additional 1% to your Defined Contribution Retirement Plan (this is in addition to the 7% described above).
