Phantom Work Space, part of Boeing Defense, Space, and Security (BDS), is seeking a Mid-Level Procurement Agent to join the Supply Chain team in Kent, WA or El Segundo, CA.
This position will require placement of purchase contracts for all types of subcontracts and material hardware in support of satellite programs. Additionally, this position will provide oversight and management of supplier performance (cost, schedules, quality, and delivery).
Works with internal and external customers to formalize procurement requirements and ensure requirements are adequate and accurate.
Prepares request for proposals, leads competitive Source Selections and selects best value sources.
Analyzes supplier proposals, develops negotiation strategies and leads supplier negotiations for price, schedules and contractual terms and conditions.
Prepares written procurement file documentation required to document transactions and negotiated agreements.
Develops and negotiates other binding agreements such a PIAs, MOUs, Teaming Agreements, IP Licenses, etc.
Facilitates, integrates and documents business, technical and programmatic communications between Boeing and the supplier.
Manages supplier progress and performance and develops corrective action and risk mitigation plans as required.
Consults with external customers to resolve supplier performance issues.
Interprets and enforces contract terms and conditions.
Monitors supplier capability, capacity and business health.
Supports new business acquisition processes by identifying viable sources, develops request for information/quotation/proposals.
Participates on supply chain process improvement teams and identifies improvement opportunities for potential integration into supplier contract strategies.
Ensures compliance with company procedures and regulatory requirements.
Manages Purchase Contract closeouts.
Manages supplier import and export regulatory requirements.
Initiates and executes supplier improvement activities and integrates results into contracting strategies.
This position allows telecommuting. The selected candidate may be required to work onsite at one of the listed locations.
This position is for 1st shift.
This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. (An Interim and/or final U.S. Top Secret Clearance Post Start is required.)
Basic Qualifications (Required Skills/Experience):
Bachelor’s degree or higher.
More than 3 years of experience in Supplier Management/ Procurement as a Purchasing Agent or Buyer.
Preferred Qualifications (Desired Skills/Experience):
Experience interpreting and/or enforcing contract terms and conditions.
More than 3 years of experience with Supplier Management, Supply Chain and/or Procurement practices and processes.
More than 3 years of experience drafting, negotiating and executing complex contracts and subcontracts.
More than 3 years of experience in negotiating contracts or managing supplier performance.
More than 3 years of experience leading proposals, contract terms and conditions development, and negotiation efforts.
More than 3 years of experience with various contract types for example: Time & Materials, Firm Fixed Price, Cost Plus type Government contracts, etc.
More than 3 years of experience with FAR (Federal Acquisition Regulations).
Active U.S. Top Secret or Top Secret SCI Security Clearance. (A U.S. Security Clearance that has been active in the past 24 months is considered active)
Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 6 or more years' related work experience or an equivalent combination of education and experience (e.g. Master+4 years' related work experience, 10 years' related work experience, etc.)

Position may require travel up to 10% of the time.
