PATH's Advocacy and Public Policy (APP) department works to improve the health of women and children by strengthening policies and financing impacting their well-being, including support for research and development. We work with policymakers, coalitions, and other influential stakeholders to drive change at the global, national and sub-national levels.

Rationale

Uganda is now in a full scale community transmission phase recording hundreds of cases from all districts of the country and deaths from a number. The global community including the scientific society, private sector, civil society, governments, United Nations, and philanthropists among others have formed the Access to COVID 19 Tools-Accelerator (ACT-A) aimed at reducing mortality and severe diseases through accelerated development, equitable allocation and scaled up delivery of vaccines, Therapeutics, and diagnostics. The downstream effort is to support efficient delivery of the ACT-A products to people (through health systems) there by protecting health systems, restoring societies and economies.

In furtherance of the ACT-A vaccination goal; GAVI, WHO, CEPI and UNICEF have established the COVAX facility to ensure accelerated development, equitable allocation and scaled up delivery of COVID 19 vaccines in 2021.

In line with these developments, a time frame for vaccine deployment has been proposed to guide country preparedness. Overall guidance for phased vaccination of at risk target population has been provided together with readiness assessment tools. The baseline assessment for Uganda stands at 36% on the strength of its institutional mechanisms for mass vaccine deployment accrued over time.

Uganda has a draft National Vaccination and Deployment Plan for the COVID 19 Vaccine with the goal; Mortality and Severe diseases due to COVID 19 is reduced, the national health system is protected, the Ugandan society and the economy is restored.

As the country readies itself for a potential vaccine, bold, evidence-based advocacy is needed to bring the focus and power to COVID-19 vaccine delivery and scale up at country level. Immunizing the Ugandan population against COVID-19 will likely require the single largest vaccination campaign ever undertaken and political, technical, faith and cultural leaders, the private sector and civil society will need to work together to advocate and create awareness and ensure buy in of the vaccine at all levels. That is what makes advocacy about this vaccine more important than ever to ensure its success.

Objective of the assignment

To support the development of an advocacy and communication toolkit with key messages and FAQs to support the COVID 19 Vaccine deployment in Uganda.

Target audience:cultural leaders, CSOs and private sector, judiciary, political leaders at district level including RDCs, LCV chairpersons and councillors, Medical associations and health care professional bodies, faith leaders, Parliamentarians, education sector and the media (this list is not exhaustive)

Scope of Work

Support the development of an Advocacy and Communication kit with key messages and Frequently Asked Questions for the deployment of a potential COVID 19 Vaccine. As part of the assignment, the draft and pretested advocacy kit must be shared with all key constituencies for verification and buy in.

  • Develop an advocacy and communication kit including key messages and FAQs (Should be pretested and approved by Ministry of Health).

  • Organise advocacy meetings with Parliamentarians

  • Organise orientation meetings with religious associations (Inter Religious Council of Uganda)

  • Organise orientation to medical associations, nursing associations

  • Organise advocacy engagements with political leaders at district level

  • Organise advocacy meetings with judiciary

  • Organize advocacy meetings with CSOs and private sector

  • Organize advocacy meetings with cultural leaders

  • Organize advocacy meetings with the media

  • Support engagements with the Advocacy Communication and Social Mobilisation sub committee under UNEPI for wider input

  • Advocacy and communication toolkit with key messages and FAQs for key constituencies to support deployment of a potential COVID 19 vaccine

  • Coalitions/networks/partnerships (faith leaders, media, CSO etc) to support the deployment of the COVID 19 vaccine (Evidence of reports from various engagements)

Institutional Arrangement

  • The selected Consultant will work under the supervision of Esther Nasikye - Advocacy and Policy Manger and Deo Agaba (Senior Communications Officer).

  • The consultant is expected to support liaison between Ministry of Health’s Expanded Program for Immunization and the Advocacy and Social Mobilization sub-committee.

  • PATH shall provide any facilities, support personnel, in person meetings, or logistical support during the drafting of the advocacy kit and subsequent engagements. .

Duty Station

  • The consultant shall be expected to report to the PATH office on a regular basis.

Required Experience

Qualifications of the Successful Individual Contractor

  • Hold at least Bachelor’s degree in Communication Studies, Communication for Development Results, Advocacy or related discipline

  • Demonstrate at least two years of relevant professional experience

  • Demonstrate knowledge of the workings of the Uganda National Expanded Program on Immunization (UNEPI)

  • Demonstrate ability to work with multiple stakeholders in developing strategies and plans

  • The firm/consultant’s experience should be proven by at least two similar works (Completion certificates, testimonials, or recommendation letters).

  • Fluent in English.

Scope of Price Proposal and Schedule of Payments

The remuneration is expressed and be payable in a lump sum monthly.
