Citigroup Group Manager Engineering, Architecture, Cloud Platforms SVP in Irving, Texas

The Applications Development Group Manager is a senior management level position responsible for accomplishing results through the management of a team or department in an effort to establish and implement new or revised application systems and programs in coordination with the Technology Team. The overall objective of this role is to drive applications systems analysis and programming activities.


  • Manage multiple teams of professionals to accomplish established goals and conduct personnel duties for team (e.g. performance evaluations, hiring and disciplinary actions)

  • Provide strategic influence and exercise control over resources, budget management and planning while monitoring end results

  • Utilize in-depth knowledge of concepts and procedures within own area and basic knowledge of other areas to resolve issues

  • Ensure essential procedures are followed and contribute to defining standards

  • Integrate in-depth knowledge of applications development with overall technology function to achieve established goals

  • Provide evaluative judgement based on analysis of facts in complicated, unique, and dynamic situations including drawing from internal and external sources

  • Influence and negotiate with senior leaders across functions, as well as communicate with external parties as necessary

  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.


  • 10+ years of relevant experience

  • Bachelor’s degree/University degree or equivalent experience

  • Master’s degree preferred

Team/Position Overview

The Global Functions Technology (GFT) Engineering and Architecture Practice (EAP) is a newly created organization which focuses on ensuring architectural cohesion and delivering common, cross-functional capabilities for our Line of Business Technology organizations (Finance, Risk, Compliance and Human Resources). The GFT EAP reports jointly into the Head of Global Functions Technology and the CTO for Enterprise Operations & Technology.

The GFT EAP is seeking an Engineering Group Manager of Common Platform Engineering. The role is equal parts hands-on Engineering Leader, Senior Architect and Delivery Manager. This role will define, establish, and represent the GFT Common Platform Engineering group in the respective region/time zone and own the design, build-out and delivery of components and services for the Group agenda. The position requires a senior candidate with exceptional engineering skills, leadership, organizational, and communication abilities.

The role will report directly to the GFT Head of Common Platform Engineering.

Key Responsibilities:

  • Establish and lead an elite engineering unit focused on building core Platform components leveraged across Global Functions and potentially across the firm

  • Leverage the innovation work, both through internal incubators and Citi’s external start-up network to create, evaluate, and introduce novel technical capabilities into the platform

  • Foster a culture of innovation and engineering excellence in GFT: modern engineering and architectural practices, adoption of open source and open standards, creating a culture of collaboration and efficiency

  • Build and Deliver best-in-class shared/reusable services or applications towards the Common Platform Engineering agenda through adoption of best practices in design, code, controls, build, test, and deployments.

  • Develop a team that is seen as an engineering role model for all GFT through identifying, mentoring, and growing exceptional talent. Also, be the exemplary Leader they can look up to.

Experience and Skills


  • Deep expertise as a hands-on technical leader working on complex systems in a large organization and leading product-centric engineering teams towards delivery through excellence.

  • Experience driving software delivery transformation through Agile practice and process, with a focus on establishing Continuous Delivery culture and process

  • Significant experience in Cloud platforms (AWS, GCP or Multi-cloud) and associated Developer Toolchains, DevOps models, and best practices

  • Engineering expertise in Parallel/Cluster compute, Streaming/Batch, Container Management, Containerized Apps/MicroServices and Large Datasets for Analytical/Transactional Processing


  • Highly credible hands-on engineer with proven skills in Core Java, Multi-core/threading, Spark, Kafka, Relational/SQL, and Big Data/NO-SQL technologies preferably in the open source realm.

  • Proven abilities to define target state architectures and lead design and implementation toward the same adopting Agile Sprint/Iterative Development models.

  • Track record of leading the build and deployment of enterprise scale platforms, products, services, and frameworks.

  • Sound leadership, decision making and people skills including that of nurturing and mentoring talent and directing them to the targeted goals.

  • Excellent problem solving and analytical capabilities along with technical written communication skills and able to effectively use internal social media platforms to communicate across the group
