The Senior Staff Analyst will function as a Policy Analyst in the Business Services Branch supporting the Deputy Director of the Transportation & Drainage Operations service line.

Duties will include, but are not limited to:

Liaison with Houston-Galveston Area Council (HGAC).

  • Monitor committee activities including TPC, TAC, TIP Subcommittee, and RTP Subcommittee and provide updates to leadership.

  • Coordinate and lead meetings with internal COH stakeholders

  • Prepare written briefings/talking points as needed for elected officials and department leadership.

  • Coordinate COH comments and prepare draft letters for public comment periods

  • Coordinate review of any COH support letters for projects sponsored by other entities with Houston

Monitor grant funding opportunities, including HGAC.

  • Lead TDO review of grant funding opportunities and potential project applications.

  • Coordinate TDO grant preparation with HPW finance grants team, planning department, and other city departments.

  • As appropriate, coordinate mayoral and other elected officials and stakeholder support letters.

Liaison with HPW Government Relations, Mayor’s Office of Government Relations, Mayor’s Recovery Office.

  • State and Federal bill analysis. Read, reference citations, prepare impact assessment and, if necessary, recommend amendments.

  • Preparation of position papers, public comment letters, testimony.

  • Foster COH support for NACTO and other priority initiatives.

Liaison with NACTO.

  • Monitor NACTO meetings and policy statements.

  • Secure TDO Leaders' input for NACTO policy issues.


This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions.

This is a Houston Public Works Emergency Management position at the Tier III Level.



Requires a bachelor's degree in Business Administration, Public Administration, Urban Planning or a field directly related to the work being performed.

Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year for year basis.


Five (5) years of professional administrative, financial or analytical experience related to the type of work being performed are required.

Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.


A valid Texas driver's license and compliance with the City of Houston's policy on driving (AP 2-2).


Preference will be given to individuals with the following:

  • Experience with Metropolitan Planning Organization’s role and processes.

  • Experience with federal government programs and regulations with USDOT, HUD and/or FEMA.

  • Familiarity with state government programs with TxDOT and/or TX Water Development Board.

  • Understanding of the NEPA process.

  • Working knowledge of the City of Houston and State of Texas legislative processes.

  • Strong written and communication skills are required.

  • Big picture thinker who can translate into policy and coalition builder.

  • Individuals with a degree in Planning.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
