DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Handles procurement of diversified and technical materials, equipment and services on a competitive basis for the City and/or department in accordance with City and departmental policies and procedures and/or specification requirements
*Must be able to write, review, and make recommendations to technical specifications
*Creates RFQs, gathers and compiles bids. Tabulates bids, evaluating price quotes, comparing to specifications and reviewing for M/WBE participation.
*Creates purchase orders and reviews/attaches required documentation.
*Schedules and expedites delivery and resolves any discrepancies with vendor.
*Keeps updated on industry standards, types, features and quality of products, *suppliers and other information by reviewing catalogs, technical and industrial publications and other sources.
There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
This is a Houston Public Works Emergency Management position at the Tier III Level.
MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Materials Management, Purchasing or closely related field.
MINIMUM EXPERIENCE REQUIREMENTS
Two (2) years of professional or paraprofessional buying experience are required.
Professional buying experience may substitute for the above education requirement on a year-for-year basis.
MINIMUM LICENSE REQUIREMENTS
Preferences will be given to candidates with SAP experience and proficiency in Microsoft Office products (Word, Excel, PowerPoint and Outlook) preferred.
Consideration will be given to applicants with Contract Administration and Buying experience.
Preference will be given to candidates who possess a valid Texas Driver's license and be in compliance with the City of Houston's policy on driving (AP 2-2).
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

However, the department may administer a skill assessment evaluation.
