THE POSITION

The Pennsylvania Governor’s Office of General Counsel (OGC) seeks two attorneys to assist in the areas of the Right to Know Law and Procurement within the Pennsylvania Department of Health. Both positions are in Harrisburg.

The first position is entry-level and will work closely with the Department’s Records Legal Liaison in the handling of requests for records made under the Pennsylvania Right-to-Know Law (RTKL).

The second position is also entry-level and will provide legal advice and assistance to the Department's Special Supplemental Nutrition Program for Women, Infants, and Children (WIC Program).

DESCRIPTION OF WORK

The RTKL attorney will be required to understand and apply the RTKL in the processing and responding to RTKL requests and appeals, including appellate court work. The attorney must be capable of adhering strictly to tight deadlines and managing a large volume of work. Experience with Pennsylvania’s RTKL is beneficial, but not required.

The WIC attorney will work with The Pennsylvania WIC Program which is a federally-funded health and nutrition program that provides supplemental foods, health care referrals, and nutrition education for low-income pregnant, breastfeeding and non-breastfeeding postpartum women, and to infants and children up to age five who are found to be at nutritional risk. The Pennsylvania WIC Program serves approximately 260,000 individuals and families each month and is a high-profile advice and benefits program not only in the Commonwealth but around the country.

The Governor’s Office of General Counsel provides efficient, responsive legal services to the Commonwealth, the Governor, members of his cabinet, and more than 30 executive branch and independent agencies that conduct the business of the Commonwealth. This includes rendering legal advice and representation concerning matters and issues arising in connection with the operation of executive agencies under the Governor’s jurisdiction, as well as select independent agencies. OGC also reviews and approves for form and legality for executive agencies all Commonwealth deeds, leases, contracts, rules, and regulations. OGC provides advice to the Governor on pending legislative matters and issues and reviews for constitutionality and legality all legislation presented to the Governor for approval.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

Candidates must have a Juris Doctor degree from an ABA-accredited law school and be a member in good standing with the Pennsylvania Bar.

PREFERRED SKILLS AND ABILITIES:The position requires excellent written and oral communication skills, attention to detail, excellent interpersonal skills, and the ability to foster trust and respect, including creating friendly and collaborative working relationships with colleagues and clients.

WORK SCHEDULE:8:00 AM - 5:00 PM; Monday through Friday
