Responsibilities

Being aProgram Analystmakes you a valuable member of the FLETC team and mission.You willserve as a Program Analyst in the Information Technology Business Management Division (IBM), of the Chief Information Officer Directorate, within the Federal Law Enforcement Training Centers (FLETC), in Glynco, GA. Youwillsupport the component's IT Portfolio Management and Section 508 programs.

Typical assignments include: Preparing resource plans and budget submissions for program proposals to reflect allocation of resources needed to achieve program objectives.

Recommending and justifying the need for additional resources and recommending reallocation of approved resources.

Recommending the proper IT portfolio structure to best achieve management goals.

Developing current and out-year budget documentation.

Coordinating with all internal and external stakeholders on issues affecting them to develop the necessary short and long range plans and strategies to ensure programmatic success.

Providing programmatic and technical assistance regarding the procurement, development, maintenance, and use of accessible Electronic and Information Technology (EIT).

Identifying current and future needs for accessible systems and adaptive technologies as well as any EIT accessibility deficiencies.

Working with the stakeholders to develop Section 508 Compliance Plans and developing Section 508 Accommodations Plans.

Developing, coordinating, and assuring Section 508 education and awareness of all employees.

Providing technical assistance and guidance to web content managers on accessible web design.

Qualifications

The qualification requirements listed below must be met by the closing date of this announcement.You qualify for the GS-09 grade level if you possess one of the following: Oneyear of specialized experience equivalent to at least the GS-07 grade level in the federal service performingprogram analysis functions pertaining to IT Portfolio Management and Section 508 of the Rehabilitation Act such as complying with program requirements, reporting on program performance, and preparing budgetary reports and procurement packages.

OR Successful completion ofa Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if directly to the work of the position to be filled; OR An equivalent combination of specialized experience and graduate level education. Only graduate education beyond the first 18 semester hours will be combined with the specialized experience. If qualifying for this position based on education, you must submit college transcripts; copies are acceptable.

Time-in-Grade: Current and former GS federal employees must have served 52 weeks at the GS-07 grade level in the federal service. The time-in-grade requirement must be met by the closing date of this announcement.

You qualify for the GS-11 grade level if you possess one of the following: One year of specialized experience equivalent to the GS-09 grade level in the federal service performing duties such asanalysis functions pertaining to IT Portfolio Management and Section 508 of the Rehabilitation Act such as implementing program requirements; reporting on and analyzing program performance; advising on budget formulations; preparing, reviewing, and approving budgetary reports and procurement packages; and preparing program planning documents; OR

Successful completion ofa Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if directly to the work of the position to be filled; OR

An equivalent combination of graduate education andspecialized experience. Only graduate education in excess of the first 36 semester hours may be combined with the experience. If qualifying for this position based on education, you must submit college transcripts; copies are acceptable.

You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The work is primarily sedentary, although some slight physical effort may be required. Some work may require walking and standing in conjunction with travelto attend meetings and conferences away from the work site.

Work Environment: Work is typically performed in an adequately lighted and climate controlled office. The work area involves everyday risks or discomforts that require normal safety precautions.Re-employed annuitants’ annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases. FERS retirees receiving a FERS annuity supplement must also be aware that, like social security benefits, their FERS annuity supplement is subject to an earnings test and may be reduced if the salary earned is more than the social security exempt amount of earnings.
