As a member of the Community Services Board's (CSB's) Analytics & Evaluation team, manages data and performs statistical analysis to support the CSB's strategic initiatives. Utilizes various statistical software and query tools to monitor, analyze, report and visualize data, including but not limited to: agency’s electronic health record, Excel, SPSS, GIS, PowerBI, and internal and external databases. Analyzes data to assess outcomes; identify gaps, trends or patterns in complex datasets; and implement improvements such as changes to business practices and data collection processes and procedures. Develops capacity for internal and external reporting. Evaluates agency performance against county, state and federal outcomes targets and data requirements. Researches best practices in the behavioral health field. Provides guidance and recommendations to staff and management to improve data quality. Creates data visualizations and reports to present findings to a variety of audiences. Works with staff, partner organizations and other stakeholders to develop and align data entry, management, and analysis processes. Works both independently and in a team setting.

Performs a wide-range of professional work in multiple administration functions within an organizational unit including analysis and project management;
May supervise administrative and paraprofessional staff;
Performs a variety of technical and professional work related to monitoring and reporting on departmental business processes, activities, and outcomes;
Assists with developing and conducting special studies and research initiatives, by designing survey instruments, gathering data and information from department staff, developing data analysis tools, conducting statistical analyses, initiating literature reviews, etc.;
Conducts analysis and reporting of quantitative and qualitative data in order to track and monitor various business process indicators;
Prepares reports and presentations of analysis and findings.

Knowledge of the mission, goals and objectives of the organizational unit, program or activities to which incumbent is assigned;
Ability to identify and describe a range of possible solutions for solving business problems;
Ability to apply research methods to design studies and assessments, and statistical analysis techniques to identify patterns and trends in data;
Ability to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data;
Ability to train, lead, and/or supervise paraprofessional staff.

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry, and sanction screening to the satisfaction of the employer. A TB screening upon hire and annually thereafter.
Strong analytical skills with experience collecting, analyzing and disseminating significant amounts of information with attention to detail and accuracy.
Experience with and knowledge of relational databases with ability to create advanced SQL queries to retrieve data.
Knowledge of statistics and experience using statistical packages to analyze datasets. (Excel, SPSS, SAS, etc)
Experienced with a wide variety of software & reporting tools to create infographics and data visualizations (Microsoft PowerBI, Tableau, GIS mapping, graphic software packages, etc)
Experience working with electronic health records in a behavioral health setting.
Knowledge of program evaluation methods.
Ability to manage multiple projects and assignments.
Able to present complex information to a variety of audiences.
Ability to work collaboratively on workgroups.
Ability to travel throughout the county for CSB meetings and attend meetings after dark. Ability to lift up to 25 pounds and to stand, sit, and walk as needed to perform core job functions. All duties performed with or without reasonable accommodations.
