Bureau of Land Management Natural Resources Spec/Physical Scientist (Interdisciplinary) in Fairbanks, Alaska

Summary

Responsibilities

Coordinates, conducts and directs the onsite inspection of proposed oil and gas activities in areas involving highly complex environmental and political issues.

Receives and processes geophysical Notices of Intent and energy related rights-of-way in accordance with regulations.

Conducts and/or attends meetings with oil and gas/mining operators to keep the District Office informed and resolve any surface use issues.

Promotes internal and external communication and coordination, including local interest groups, individuals, users, the general public, State and local government, and other Federal personnel.

Receives and process applications for recreation and monitors compliance for recreation and wilderness.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. In addition to meeting the education requirement: For the GS-07 grade, you must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples: 1) Experience assisting with field inspections 2) Experience with assisting with the processing of applications 3) experience participating in meetings 4) writing experience.

OR

  • have 1 year of graduate-level education leading to a master's degree or master's or equivalent graduate degree in natural resources management, chemistry, biological science, physical science, engineering, or mathematics

OR

  • meet the criteria for Superior Academic Achievement (S.A.A.) as evidenced by one of the three following

methods: I am in the upper third of my graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR I have a GPA 3.0 or higher out of a possible 4.0 computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum, or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in my major field or the required courses in the major field completed during the final 2 years of the curriculum; OR I am a member in one of the national scholastic honor societies.

OR

Combination of Education and Experience: To compute this, first determine your education as a percentage of the education requirement and then determine your experience as a percentage of the experience requirement; add the two percentages. The total percentage must equal 100% to qualify. Only graduate level education in excess of the first year may be combined with experience. For the GS-09 grade, you must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: 1) Experience in conducting Oil and Gas compliance inspections under supervision 2) Experience in processing seismic or rights-of-way or recreation applications under supervision 3) experience assisting conduction of meetings 4) experience writing reports that are reviewed for accuracy.

OR

-have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in natural resources management, chemistry, biological science, physical science, engineering, or mathematics

OR

-have an equivalent combination of education and experience as described above. To compute this, first determine your education as a percentage of the education requirement and then determine your experience as a percentage of the experience requirement; add the two percentages. The total percentage must equal 100% to qualify. Only graduate level education in excess of the first year may be combined with experience. For the GS-11 grade, you must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: 1) Experience in conducting Oil and Gas compliance inspections 2) Experience in processing seismic or rights-of-way or recreation applications 3) experience conducting meetings 4) experience writing reports and making recommendations to management.

OR

  • have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in natural resources management, chemistry, biological science, physical science, engineering, or mathematics

OR

  • have an equivalent combination of education and experience as described above. To compute this, first determine your education as a percentage of the education requirement and then determine your experience as a percentage of the experience requirement; add the two percentages. The total percentage must equal 100% to qualify. Only graduate level education in excess of the first year may be combined with experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement.

Education

This position has a positive education requirement. You may qualify for GS-401, Natural Resources Specialist, and/or GS-1301, Physical Scientist. You must submit copies of all transcripts or a list of college courses that include hours and grades from an accredited U.S. college/university. If your degree is from a Foreign Institution See Foreign Education. For Natural Resources Specialist GS-401 series: have a degree in biological sciences, agriculture, Natural Resource Management, Chemistry, Biological Sciences, or related disciplines appropriate to the position. OR I have a combination of education and experience - with course equivalent to one of the majors shown above, plus appropriate experience or additional education. For Physical Scientist GS-1301 series: have a degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR have a combination of education and experience--course work as shown above, plus appropriate experience or additional education that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. The amount of education and experience must equal 100%.
