CPS Professional Services Organizational Change Management (OCM) Specialist in District Of Columbia

CATHEXIS, a leader in performance excellence and program management for government and commercial clients, is supporting the VA Office of Acquisitions, Logistics, and Construction (OALC) with the initiation, planning and execution of program strategies to support the adoption of Category Management (CM) to maturity across the agency. We are seeking an Organizational Change Management (OCM) Specialist to support the Category Management Support Office (CMSO) in changing acquisition policy and procedures across the VA. The OCM Specialist will be involved in planning change management activities, to include strategic communications and training, collaboratively working with the program office and clients improving processes, writing plans and delivering training. This position is located in Washington, DC.

  • The Change Management Specialist candidate will be responsible for the performance of the work in support of the VA Category Management Program.

  • Provide highly skilled support to the CMSO, the Logistics and Procurement Service Category Management Support (LPSCMS) Director, and the Category Management Program Manager.

  • Identify and analyze organizational impacts for internal stakeholders affected by the implementation of Category Management within the VA

  • Assist with development of strategic communication materials related to change management to include development of Category Management monthly messages, briefings and marketing materials specific to categories to effectively inform and increase community awareness of Category Management principles, services, accomplishments and benefits.

  • Develop and execute Strategic Communication plans required in the implementation of Category Management within the VA.

  • Develop senior level consultant briefings for decision making

  • Conduct surveys, interviews, and perform analysis on results to determine effectiveness of change management efforts.

  • Apply behavioral tools to assess the impact of change on agency stakeholders, using assessments of organizational culture, performance, and readiness for change.

  • Develop Program Management artifacts as needed (Project Management Plans, Integrated Master Schedule changes, Power Point briefings, etc.)

  • Track program deliverables via MS Project, working with various workstream managers for timely delivery.

  • Support clients in the conduct of stakeholder analysis and defined project management approaches.

  • Investigate, research, and make inquiries requested by the supervisor, performing special assignments such as developing reports that could involve the analysis and evaluation of information from several different sources within the office and from outside sources.

  • Assist in the development and establishment of change control processes to review, evaluate, and approve new processes and requirements.

  • Support the development of Category Management messaging, message maps and calendars

  • Analyze behaviors, attitudes, and practices to identify risks to Category Management development and implementation.

  • Support customer and stakeholder engagement and adoption through effective Organizational Change Management


  • Bachelor’s Degree

  • Minimum 5+ years’ experience in management consulting on complex team-based engagements in a Federal environment, as a government employee or support contractor

  • Knowledge of Change Management methodologies such as Prosci and ADKAR mode or Certified Change Management Practitioner (Prosci and ADKAR Model)

  • Ability to communicate clearly (read, write, speak, and understand English)

  • Knowledge of Federal and VA acquisition practices

  • Demonstrate knowledge and application of commercial Category Management principles and practices

  • Ability to be a self-starter in a fast-paced environment

  • Must be a U.S. Citizen, Permanent Resident or EAD to obtain and maintain a NACI (National Agency Check with Inquiries) Public Trust Clearance

Desired Qualifications:


  • Advanced proficiency with MS Word, Excel, PowerPoint

  • Organizational Change Management Analyst experience involving large scale organizational change efforts.

  • Organizational Change Management Analyst experience involving applying formal change management methodologies, using change management tools/templates, writing enterprise-wide communications, developing assessments, and analyzing results.

  • Training experience: 5-10 Years

  • Process improvement experience: 5-10 Years

  • Minimum two years of professional work experience in Management Consulting within the VA.

  • Experience participating in the development of at least one complex organizational design or new office stand-up effort

  • Category Management/Program Management experience is a plus.
