This position is funded through: 3/17/22.SUMMARY:To develop and administer goals and objectives for the Critical Time Intervention (CTI) Program by planning, developing, implementing and sustaining long term policies and operational strategies for a comprehensive care management program that strengthens the community support network, focuses on recovery, psychiatric rehabilitation and bridges the gap between institutional living and community services.RESPONSIBILITIES:Provides oversight of all functions and operations for the CTI Program and serves as liaison with all community partners stakeholders related to the implementation and sustainment of this program. Acts as an external representative of DHHS before legislative committees, professional organizations, the media, other agencies, or interest groups and represents DHHS through participation in statewide initiatives. Evaluates state and federal legislation and regulations to assess impacts; oversees planning and development of programs and policies to address necessary changes.Evaluates CTI program operations for effectiveness and proper allocation of agency and program resources in the formulation and implementation of budgets for CTI programs, grants, and operations; reviews and analyzes periodic statistical and narrative reports; consults with program and finance staff to effectively manage funds and implements required fiscal and programmatic changes. Identifies opportunities and partners with DHHS leadership to expand the CTI program across appropriate sectors.Directs auditing and corrective action implementation for CTI service and program compliance, implements policy and process changes that ensure efficient and effective operations and execution of programs and services. Administers and evaluates the implementation/delivery of services against complex contracts terms and grant requirements to ensure that programs/community partners are efficiently and effectively meeting the terms.Oversees the development of requests for proposals, applications, and information to meet the needs of DHHS/federal funding priorities and other grants and analyzes and approves applications for grant funds to support CTI services and programs.Coordinates efforts of CTI and other DHHS staff to conduct contract compliance, performance measurement, quality assurance, and outcome monitoring and reporting; develops and implements changes to improve results. Identifies and coordinates delivery of training and technical assistance to achieve compliance and monitoring goals.Develops staffing plans and training, and provides supervision and management for CTI Project Managers, CTI Training Development Manager and designated staff; reviews and evaluates work performance, develops staffing plans, documents successes and challenges, assesses professional development and training needs and establishes goals and objectives to improve knowledge, skills, and abilities.Initiates and maintains collaboration with other DHHS units to implement an integrated system of effective policies, best practices, qualified workforces, and evaluation/improvement methodologies.Serves on the Behavioral Health Management Team to strategically inform priorities, policies, and programs.
