Manages and is responsible for the successful completion of all tasks in assigned program area including technical work, staff supervision, financial and business development activities.
Exempt - This is an exempt management job. Employees matched to this title must have at least two direct subordinates and spend a significant majority of their time performing managerial job duties.
At this level, manages and is responsible for the successful completion of all tasks in assigned program area with annual revenues of $25M and above
Manages and is responsible for the successful completion of all tasks in assigned program area including technical work, financial and business development activities.
Supervises assigned technical and administrative staff, including subordinate managers, and performs personnel actions including hiring and performance evaluation.
Directs program activities to meet client and organization work objectives and serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems.
Responsible for profitability and revenue growth of assigned programs.
Assures quality of program products, services, and deliverables, including participating in reviews, audits, and site visits.
Performs business development activities, including the preparation and review of technical and cost proposals.
Performs program financial management services, including financial analysis, budget and cost quote preparation, cost management, reconciliation, and profit enhancement.
Coordinates and monitors sub-contractor activities and administers subcontractor deliverables and finances.
Develops, reviews, and approves plans, schedules, consulting agreements and other program documents.
Prepares and provides various reports and technical reviews to senior management as requested.
Ensures compliance with relevant corporate and government policies and standards.
Participates in special projects as required.
Needs to have experience and willing to manage staff to include evaluations, compensation, career management, and timecard management.
Bachelor’s Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience.
12-15 years of related program management experience.
Effective management and leadership skills.
Ability to manage multiple programs and projects simultaneously.
Effective business development skills including proposal development and preparation.
Effective communication skills.
Detailed knowledge of relevant government regulations and standards.
Lead IT Governance processes, reporting, planning and internal and customer facing status updates
Manage the day-to-day activities of the IT governance programs
Ensure consistency in the adoption and implementation of policies, standards, and processes on IT governance
Create and implement a quality check program to ensure proper execution of governance controls and processes
Drive continuous improvement of our IT governance programs and activities to enhance both business performance and compliance levels over time through achievement of target governance maturity model milestones
Develop key performance indicators for IT governance
Collaborate with line of business owners and customers to assess, prioritize, and mitigate risks that may affect IT governance processes or controls
Responsible for direction and leadership of the program/project portfolio by either directly managing projects, overseeing other project managers or tracking initiatives lead by third parties
Develop and maintain project management methodologies, standards and tools
Responsible for the accurate management of project and technology spend across the entire organization
