PayPal 28 Director Government Relations 1 in Beijing, China

Responsibilities :

  • Develop cooperative relationships with Central and Provincial government representatives for payments and financial services, including PBOC, SAFE and municipal authorities.

  • Participate in international and domestic trade associations, such as the Payment and Clearing Association of China, National Internet Finance Association, US-China Business Council and the American Chambers of Commerce in China, among others.

  • Establish and maintain strong contacts with key government officials, including legal, legislative, regulatory and law enforcement individuals and organisations.

  • Cooperation and coordinate with sales teams, understand sales needs, and give maximum support to sales from the perspective of government relations.

  • Participate in organizing and coordinating activities and meetings of industry members, assist in writing external communication documents, and establish professional image in the industry.

  • High level government meetings/visits – coordinate and act as a representative of the firm with the local government bodies; handle tasks that support stakeholders of the firm including but not limited to meeting/visits preparations and arrangements.

  • Government events – identify opportunities for relationship building and profiling and support the Firm in creating values towards government bodies’ focuses.

  • Government official visits to the US – coordinate and facilitate site visits and meetings, provide meeting materials together with post-event updates/reports.

  • Announcements and speaking engagements – proactively engage with government organisations, external appointment (e.g. CPPCC) to increase profiling and presence, as well as build relationships, learn latest updates and get potential business opportunities; screen potential speaking engagements with recommendations.

Qualifications :

  • Ten-Fifteen plus years minimum of relevant and successful government relations, preferably in financial services : Consumer/Retail banking, foreign exchange, remittance funds, payments, e-commerce or technology related work in China.

  • Recent experience with financial services regulators (PBOC, SAFE, CIBRC, CSRC) is of interest.

  • Exposure within a Western matrix-styled organization is a value-add.

  • Previous experience with hiring and developing a successful China based GR team ; working with and managing external consultants/agencies in China.

  • Deep understanding of China’s political and regulatory landscape , as well as knowledge of governmental policy-making procedures.

  • Able to build strong working relationships with industry associations, academia, merchants and other key stakeholders in China.

  • Excellent appreciation of the cultural, historical and political nuances and issues in China.

  • A consultative mindset to provide predictive advice and analyses on mainland regional regulatory/government affairs issues, primarily in financial services

  • Outstanding English fluency is mandatory, evidenced through both written and verbal excellence.

  • Able to make decisions and solve problems collaboratively , a good listener and thinker,a well organised ‘self-starter’.

  • Bachelor’s Degree in international business, economics, or relevant field is required ; an advanced degree in public policy, law, international relations is highly valued.

  • Functionally and intuitively respond effectively, execute quickly and decisively , comfortable with analysing multiple perspectives to reach consensus and direction

  • Possess sound judgment, resourcefulness, confidence, humility and humour.

  • Understand how to develop strong and advantageous relationships inside the business to leverage external resources.

  • Demonstrated ability to analyse key regulatory and policy issues for PayPal’s strategic goals in China and focus on issues which may advance or prohibit their competitive business interests.

  • Ability to work in a fast-paced environment with limited hands-on management. Enormously flexible , consistently exercising sound judgment, resourceful and able to work with minimal supervision.
