POSITION PURPOSE :

This position will be responsible for establishing and operationalizing an Enterprise Release Management practice at BCBSLA to increase stability as changes are introduced to the production environment. The ERM is to protect and manage the movement of the releases through the build, test and production environments. The Enterprise Release Manager (ERM) will own the enterprise-wide release management lifecycle which includes the scheduling, coordinating, and management of releases across the enterprise for multiple applications across various portfolios. The Enterprise Release Manager will lead the effort of defining the IT strategic direction for release management tools to ensure the process requirements of release management are built in and will be responsible for implementing and reporting on performance indicators and metrics on a regular basis. The ERM will need to be able to interface and communicate with test managers, development managers, IT operations, and the PMO on a daily basis. The ERM must have the confidence to manage up and provide reporting as well as meeting updates to senior IT management and line business.

NECESSARY CONTACTS :

To do this job effectively the incumbent has to be in contact with all levels of BCBSLA personnel.

QUALIFICATIONS:

Bachelor’s degree in Computer Science or related field required. Four years of related experience can be used in lieu of a degree.

Must have a minimum of eight years of experience in information systems operations environment to include seven years’ technical experience in various Information Technology disciplines and five years of organizational ITIL/ IT Service Management experience.

Must also have five years of previous release and/or project management experience accountability for end-to-end delivery that can run concurrently with other experience.

PMP preferred. ServiceNow (Service Management System) experience preferred.

Knowledge of incident, request, problem, CMDB and change management methodologies and operational procedures required.

Must have knowledge and understanding of risk identification/mitigation and correlation to impact of events on all technology environments.

Demonstrated ability to coordinate cross-functional work teams toward task completion required.

Must have demonstrated effective leadership and analytical/problem solving skills with experience in mentoring and training staff on policies and procedures.

Must have demonstrated customer service skills and organizational skills to support customers, technical and non-technical personnel, and Upper management (including SMT).

Must be proficient in process design, re-engineering, and organizational transformation.

Advanced written and verbal communication skills required along with demonstrated experience presenting, communicating, and articulating to customers, technical and non-technical personnel, and management. Strong skills in facilitation, negotiation, and working with internal and external customers are required.

Must have advanced knowledge of Microsoft Office.

ACCOUNTABILITIES & ESSENTIAL FUNCTIONS :

Should be able to identify and eliminate redundancies at the portfolio level.

Capable to recognizing patterns and opportunities for improvement throughout the entire organization.

Must have the capacity to understand multi-level failure scenarios that can result from release activities.

Should have proven ability to discern critical from minor problems and innovate soulutions.

Serve as the high level referee for release activities and get pulled into discussions surrounding release-related downtime and risk.

Facilitate the cross-department Coordination of release management functions across multiple portfolios.

Coordinate planning of enterprise-wide release windows and cycles across multiple portfolios.

Communicate to upper management, manage risks and resolves issues that affect enterprise-wide release scope, schedule and quality.

Ensure integration of processes with Release Managers, Dev/Ops Managers, Quality Assurance, Change Management, Infrastructure, and Project Delivery disciplines throughout IT.

Maintain the Enterprise Release Calendar and ensure alignment across all core services, including IT and business areas.

Continually work towards making improvements in the Enterprise Release Management practice.

Ensure all Release Management policies and procedures are followed according to the established governance framework.

Measure release cadence and effectiveness using common metrics across all portfolios.

Create common standards and formats for release playbooks and work with production control to standardize release decision-making.

Define common mechanisms for rollback and standards for capturing release-related performance indicators.

Forecast demand for release resources and identify opportunities for greater efficiency across the enterprise.

Focus on the overall trends across multiple development teams. They must be able to coordinate cross-functional teams toward task completion.

Maintain an Enterprise Release Management repository/library and manage key information such as Enterprise Release Management procedures, artifact templates, dependencies, and notification lists.

Work to be performed on-site at various corporate locations primarily at corporate headquarters.

Work is predominately done while sitting or standing.

The ability to comprehend, document, calculate, visualize, and analyze are required.
