The M2C2 program is seeking an experienced, proven Satellite Ground engineer to lead the Command and Telemetry (C&T) team. The C&T lead will manage and provide technical direction/clarification of requirements to software agile development teams, integration and test personnel.

The C&T Lead will oversee system engineering and integration and test tasks including trade studies, use case development, requirements definition, component and subsystem integration and requirement verification. This role supports planning/development and interfaces with personnel from other teams, attends technical interchange meetings with the team members and other program personnel, and represents the team in matters pertaining to program status and execution.

The C&T Lead will provide status on team Integrated Master Schedule (IMS) tasks as required.

The role also provides document reviews and resolves technical systems engineering and integration issues and supports ECP efforts as required.

Must have the ability to manage time and resources in order to meet assigned deadlines. This individual will work closely with program management, the customer, other program teams and provide direction to a senior technical team.

Responsibilities include:

Maintaining a strong team and customer relationships through daily/weekly contact, program reviews and user forums

Keep communication lines open between leadership and teams to have insight into progress and issues

Enable teams to close on tasks as planned, remove impediments as required

Ensuring operation processes and procedures are established and followed

Providing oversight on impacts to Engineering Change Proposals (ECPs), Rough Order Magnitude (ROM) estimates and Engineering Estimates as required

Identify, obtain, and allocate needed resources

Manage the staff to ensure appropriate assignment of work tasks, responsibilities, and authority level

Planning and de-conflicting resource requirements

Have a solid understanding of Systems Engineering and Integration and Test processes

Principal Product Owner supporting a SAFe Agile SW development effort

Section Lead responsible for 10 SEIT engineers’ career growth and development

Required Skills:

10+ years demonstrated engineering experience with proven track record

8+ years demonstrated leadership and engineering management experience with a proven track record of technical management responsibilities

Understanding of the SE lifecycle and change management process

Experience in Command and Telemetry

Experience in schedule development, action item management, requirement change management and overall development and progress metrics

Experience in TDBOE/ECP development

Ability to perform task prioritization, planning, staffing, scheduling, and conflict resolution

Ability to quickly become current on technical and management efforts currently underway

Proficient with the Microsoft Office suite

Existing SCI clearance with active SSBI

Desired Skills:

Ability to establish and maintain good working relationship with all levels of the organization, including government customers, program management, engineering organizations, IPT members, supporting functional organizations

Demonstrated written and oral communication skills, including presentation skills

Experience with complex satellite ground systems, particularly previous deployment of developed systems to ground system operations

Experience with satellite data processing and operations

Solid understanding of agile software development processes

Experience with systems engineering at all development levels

Demonstrated self-starter, proactive in determining goals and objectives and pursuing the necessary course of action

Education Requirements:

Bachelor’s Degree in Science, Technology, Engineering, Mathematics (STEM), or related STEM degree program from an

Accredited University/School/College

with 10+ years of relevant work experience

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
