Job Title: Project Manager
Job Summary: BMA is seeking an experienced Project Manager to provide support to Department of Homeland Security (DHS) Directorate of Science and Technology (S&T) Transportation Security Laboratory (TSL) for Business Operations Support Services (BOSS)
Functional Responsibility: Serves as the project manager for a large, complex task order (or a group of task orders affecting the same common/standard/migration system) and shall assist the Program Manager in working with the Government Contracting Officer (CO), the task order-level Task Managers (TM), Government management personnel and customer agency representatives. Under the guidance of the Program Manager, responsible for the overall management of the specific task order(s) and ensuring that the technical solutions and schedules in the task order are implemented in a timely manner. Performs enterprise-wide horizontal integration planning and interfaces to other functional systems, including the development of conceptual systems requirements; systems integration requirements; systems phasing plan; business application consultation; problem tracking/management; and preparation and delivery of presentations.
Possesses and applies expertise on multiple complex work assignments which are broad in nature, requiring originality and innovation in determining how to accomplish tasks. Has the ability to apply a comprehensive knowledge across key tasks and high impact assignments. Plans and leads major technology assignments. Evaluates performance results and recommends major changes affecting short-term project growth and success. Functions as a technical expert across multiple project assignments. May supervise others.
Education: A bachelor?s degree in either a business, technical or engineering field from an accredited college or university and 10 years of program management experience in planning, managing, and implementing programs/projects, of which 5 shall be managing complex scientific, engineering, transportation, or related activities. AND shall have project management professional certification from the Project Management Institute (PMI) or equivalent (demonstrated experience, study, and project management execution ? minimum of 10 years).
OR, a Master?s Degree in either a business, technical or engineering field from an accredited college or university and 2 years of program management experience in planning, managing and implementing projects/programs; AND shall have demonstrated knowledge and understanding of national security systems. AND shall have project management professional certification from the Project Management Institute (PMI) or equivalent. (Demonstrated experience, study, and project management execution ? minimum of 5 years).
