Federal Highway Administration Management and Program Analyst in Ashburn, Virginia

Summary The position is in the Administrative Services Team of the Administration Branch of the Eastern Federal Lands Highway Division (EFLHD), Federal Highway Administration (FHWA) located in Ashburn, Virginia (VA). The EFLHD is responsible for the program administration of the Federal Lands Highway Program (FLHP) and the design and construction of transportation system projects on Federally-owned lands in 31 States covering the eastern half of the United States. Responsibilities As a Management and Program Analyst, you will: Advise on utilization of building space and equipment, applying business knowledge to manage (through the General Services Administration (GSA) and building management company). Provide recommendations on standard building management policies, methods, and practices. Gather, maintain, and report Workplace Safety and Accident data to FHWA Headquarters (HQ) and annually report data and maintain Occupational Safety and Health Administration (OSHA) forms and spreadsheets. Maintain management information for financial functions which include approving forms for, safety equipment, and renewals for professional certifications. Coordinate with the GSA, the building management company, private companies, and contractors on issues related to building or workspace modifications. Provide advice and staff support to the Administrative Services Team Leader concerning the planning, formulation, and implementation of objectives and policies affecting overall operations in the administration of the OneDOT safety and security program. Monitor and track data and information on spreadsheets to ensure compliance with project requirements. This position is ideal for an individual who has an administrative management background and exceptional organizational and team member/leadership skills. The successful candidate will possess strong communication skills to provide both oral and written guidance to employees and management on safety and security management issues and on administrative policies, practices, and procedures. In addition, the ideal candidate has strong administrative services skills in the following areas: communications, property and supply management, space management, records and files management, mail services, and fleet management. PCS/RELOCATION/RECRUITMENT:Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 and it must include: Experience in analyzing, evaluating, and providing feedback on program operations in order to increase the efficiency and effectiveness of work methods, procedures, and management control; AND Experience advising on building and workspace management, building safety, security, and emergency preparedness issues; AND Experience maintaining property/files and records management, including ensuring that records and property audits are conducted and kept current. You cannot substitute education at this grade level, you must have experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Personnel Security and Safety - Knowledge of methods and controls of personnel, public safety, and security operations; investigation and inspection techniques; or rules, regulations, precautions, and prevention techniques for the protection of people, data, or property. Oral Communication - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
