Our Logistics and Operational Services Business Element is seeking a highly experienced Operational Energy Analyst to provide onsite administrative and analytical support for the Contingency Integration Division on the Army G-4 staff. The selected candidate will work normal business hours, Monday through Friday, at the Pentagon, Washington, DC .

JOB SUMMARY

Provide onsite technical and functional administrative and analytical support to the Contingency Integration Division of the Office of the Deputy Chief of Staff, G-4, Pentagon, Washington, DC.

Provide support in conducting detailed planning to support greatly increasing requirements for Joint Warfighters, restoring and sustaining readiness, right-sizing inventories, optimizing Army pre-positioned stocks, delivering fully-integrated management information systems linking the institutional Army with the operational Army, and maintaining the capability to support expeditionary Forces in a complex and uncertain global environment in an era of diminishing resources.

Compensation will be commensurate with education and work experience.

MAJOR RESPONSIBILITIES

  • Develop and/or recommend updates to policies, plans and programs related to Operational Energy (OE) and coordinate and synchronize Army efforts worldwide. The contractor shall apply research and analysis expertise when evaluating policies, current requirements, and assist in the creation of the G-4 and Army's OE priorities and objectives.

  • In coordination with Assistant Secretary of the Army, Installations, Energy and Environment (ASA (IE&E)), develop, maintain and execute daily OE strategic communication plans and products and, as required, develop high level talking points, messages, and briefs on OE to support Senior Leader engagements.

  • Provide administrative support to the OE Governance structures (agendas, minutes, rooms, maintaining distribution lists, tracking meeting taskings, etc).

  • Develop a strategy and mechanisms to identify, track and analyze current, future funded and unfunded OE related investments and initiatives. Use the weekly developed strategies and mechanisms to assist by identifying and calculating potential savings, risks, and Return on Investment (by dollar and time) for OE programs and initiatives.

  • Assist in developing strategic plans and concept of operations (CONOPS) for OE for potential incorporation into exercises and wargames.

  • Provide recommendations to help frame content, synchronize input to produce an Army energy architecture.

  • Maintain the status of current Army Service Component Commands (ASCCs) and OE initiatives across DOTMLPF. Help identify ASCC support needs, track efforts and identify shortfalls to meet requirements.

  • Review the DoD OE Strategy and Implementation Plan and ensure Army measures and metrics are aligned.

  • Maintain an OE Army G-4 Continuity Book that establishes business rules and guidelines.

THE FOLLOWING IS REQUIRED

  • Bachelor's degree and seven years of relevant operational energy experience or equivalent OR 7 years experience in technical program planning and implementation, contract interpretation, budget development and administration of government programs

  • Must possess outstanding verbal and written communication skills to include advanced use of PowerPoint in order to communicate information effectively

  • Must be able to maintain effective working relationships with a broad range of operational users, technical developers and government program managers.

  • Must be a U.S. Citizen

  • Must have a current government Secret Clearance
